Tasked with managing and protecting 455.573km of border along two national frontiers (Vietnam-China and Vietnam-Laos), the Điện Biên provincial Border Guard Command has thoroughly grasped and followed the Party’s military and defense guidelines, and directives from the Việt Nam Border Guard High Command, Military Zone 2, the provincial Party Committee, and the provincial People’s Committee. The Điện Biên provincial Border Guard Command has proactively provided timely advice and solutions for emerging border issues, affirming its central role in border protection and national security.
Between 2020-2025, the Điện Biên provincial Border Guard Command has led the effective implementation of border security tasks: Conducted 2,650 patrols with 27,803 personnel; participated in 367 joint patrols with border forces of China and Laos, involving 1,705 officers and soldiers; and held 36 provincial-level and 217 post-level meetings with foreign counterparts, reinforcing border stability and early-stage protection.
Efforts to modernize administrative procedures and adopt advanced technology have enhanced the quality and efficiency of border gate management, particularly in immigration and customs control. The Điện Biên provincial Border Guard Command has coordinated closely with police and military forces in line with Decree No.03/2019/NĐ-CP on inter-agency cooperation in safeguarding national security.

In high-risk areas, the Command deployed 178 officers in 23 operations; persuaded 26 individuals to renounce the “Hồ Chí Minh spiritualism” cult; handled six cases involving eight individuals associated with Pháp Luân Công; and intercepted 406 cases involving 478 suspects related to illegal border activities and drug trafficking. Seized contraband included: 59.7kg of heroin; 1,220,030 synthetic drug tablets; 21.374kg of opium; and 23.5kg of crystal meth.
The Điện Biên provincial Border Guard Command also guided border posts in coordinating closely with local authorities, significantly contributing to maintaining political security and social order.
In Party-building and political strengthening efforts, the Điện Biên provincial Border Guard Command helped establish 117 new Party cells, admitted 1,254 new Party members, and reinforced 1,602 political organizations and 294 mass organizations. In preparation for the 70th anniversary of the Điện Biên Phủ Victory, 100% of households in 300 border villages signed security commitments.
The Điện Biên provincial Border Guard Command has also achieved significant results in cultural and ideological outreach, persuading: 30 households (180 individuals) and 2 individuals to renounce the “Bà cô Dợ” cult; 65 households (360 individuals) to renounce the “Giê Sùa” cult; and 26 individuals to leave the “Hồ Chí Minh Spiritualism” cult.
Humanitarian assistance remains a key priority, with 15,625 workdays volunteered, 4,750 personnel and 250 vehicles deployed in disaster relief. Initiatives like “Spring at the Border, Warmth for the Villages,” “Border Defense Day,” and “Adopted Children of Border Posts” have garnered over VND 17.4 billion in support for poverty alleviation and community development.
Facing future challenges, such as increasingly complex border issues, external provocations, illegal migration, religious extremism, and transnational crime (especially drug trafficking), the Điện Biên provincial Border Guard Command emphasizes these priorities: Strictly implement Party and State policies on national defense and border protection; enhance collective strength from local authorities, armed forces, and people to solidify all-people border defense strategies; strengthen intelligence and early warning systems for proactive, flexible, and peaceful resolution of issues with neighboring countries; combat hostile forces and cross-border crimes, ensuring political stability and public safety; promote education on national sovereignty among border communities; support national target programs on poverty reduction and community development in remote areas; maintain and expand effective social models, like border soldiers joining local Party cells and supporting households; improve international cooperation and border gate infrastructure, including upgrades at A Pa Chải, Huổi Puốc, Si Pa Phìn, Nậm Đích, and Nà Bủng; and ensure customs procedures are secure, efficient, and facilitative of trade and integration.
By steadfastly applying these strategies, the Điện Biên provincial Border Guard Command aims to build a border region that is peaceful, friendly, stable, cooperative, and prosperous.
