Trần Tiến Dũng, Secretary of the provincial Party Committee; and Lê Thành Đô, Permanent Deputy Secretary of the provincial Party Committee, Chairman of the provincial People’s Council, co-presided over the working session. Attending the session were members of the Standing Board of the provincial Party Committee; the Standing Board of the People’s Council Party Committee, leaders of the provincial People’s Committee, and the collective leadership, civil servants, and public employees of the Office of the provincial Party Committee.
According to the report of the Office of the provincial Party Committee, in 2025 the agency was assigned 42 payroll positions, currently having 40 (including 38 civil servants and 2 public employees). Recently, the Office of the provincial Party Committee has proactively and actively advised according to its functions and tasks; built the monthly work program of the Standing Board of the provincial Party Committee; advised on preparing programs, contents, and documents for meetings and working sessions of the Standing Board and the Executive Board of the provincial Party Committee. The Office coordinated to advise the provincial Party Committee and the Standing Board of the provincial Party Committee to issue nearly 1,100 documents leading and directing the resolution of key and comprehensive tasks on socio-economic development, ensuring national defense - security, foreign affairs, and building the Party and political system.
Along with that, the Office of the provincial Party Committee proactively advised in the field of digital transformation; effectively deployed the operational information system of party agencies built by the Central level and transferred to advisory and assisting agencies of the province and Party Committees of 45/45 communes and wards. It performed well the task of transmitting confidential information of the Party and State from the Central level to the grassroots; effectively operating solutions to ensure information safety, protecting state secrets, serving digital signatures, sending and receiving documents, and handling secret and top-secret files on the province-wide shared system. Besides, the Office performed well administrative - archival tasks; management of party finance and assets; and logistical service work. At the same time, it maintained close coordination with the Office of the provincial National Assembly Delegation and provincial People’s Council, and the Office of the provincial People’s Committee. The agency also managed and effectively operated the Portal of the provincial Party Committee and guided party committee office operations for subordinate party committees.
At the working session, the Office of the provincial Party Committee clarified a number of contents regarding coordination work between the Office of the provincial Party Committee and the Office of the provincial National Assembly Delegation and provincial People’s Council, and the Office of the provincial People’s Committee; document adjustment and digitization work... Simultaneously, it proposed to the Standing Board of the provincial Party Committee a number of contents: Supplementing payroll and consolidating the apparatus for the Office of the provincial Party Committee; transferring the function of the permanent agency of the Editorial Board of the Portal of the provincial Party Committee to the provincial Party Committee’s Commission for Information, Education and Mass Mobilization.
Speaking to conclude the working session, Secretary of the provincial Party Committee Trần Tiến Dũng acknowledged and highly appreciated the results of the Office of the provincial Party Committee from July 1 to the present. The provincial Party Secretary emphasized: “Entering a new development stage with higher requirements, the Office of the provincial Party Committee must innovate thinking, change working states, and renew itself to create clear changes in task implementation.”
To meet that requirement, the provincial Party Secretary requested the Office to continue maintaining internal unity; assigning tasks and working processes transparently, clearly, and impartially. The Office needs to perform well the role of coordinating work, managing progress, and proactively proposing timely advice to the Standing Board of the provincial Party Committee; actively learning, improving professional qualifications, and strengthening coordination with the provincial Party Committee’s Commissions in document appraisal, thereby improving the quality of advice.
The provincial Party Secretary also required the Office to promote the application of technology in work processing; maintain and expand learning activities on foreign affairs and international cooperation. The Office needs to proactively research and effectively exploit the advisory council on digital transformation, while proposing suitable resources to implement digital transformation tasks in Party agencies.
Besides, it is necessary to strengthen coordination between the 3 offices: The Office of the provincial Party Committee, the Office of the provincial National Assembly Delegation and provincial People’s Council, and the Office of the provincial People’s Committee to ensure consistency and smoothness in advising and executive direction. At the working session, the provincial Party Secretary also directly answered the Office’s recommendations regarding operating funds, the need for increased payroll, and a number of other proposals.
