Administrative procedures are becoming clearer and more streamlined, while officials are taking a more proactive approach to guiding and assisting residents and applying technology to the receipt and processing of applications. These efforts are helping strengthen public confidence in local authorities.
At the Sín Thầu commune Public Administration Service Center, Nguyễn Văn Công, a resident of A Pa Chải village, came to register his marriage and was given detailed guidance by officials on each step of the procedure. His application was received promptly and processed in accordance with regulations, giving him peace of mind as he completed the process.
“I came here to register my marriage, and the officials were very helpful and enthusiastic. Whenever there was something I did not understand, they explained it clearly. As a result, everything was quick and convenient,” Công said.
Each day, the Sín Thầu commune Public Administration Service Center receives and processes dozens of applications covering civil status, certification, land-related matters and social policies. Applications are received and handled in accordance with clear, transparent procedures and within the prescribed time limits.
Alongside simplifying and standardizing administrative procedures, the commune is focusing on strengthening the responsibility of officials and civil servants at every stage, from receiving and guiding applicants to delivering results.
Đàm Văn Cường, Deputy Chairman of the Sín Thầu commune People’s Committee, said: “As part of administrative reform, we pay close attention to the processing of each application and promptly address any delays or difficulties. This helps clearly define the responsibilities of individual officials and civil servants and their respective positions. At the same time, we use work performance and residents’ satisfaction as a basis for improving the quality of public services.”
To make it easier for residents and businesses to access public services, the Sín Thầu commune People’s Committee issued its 2026 State administrative reform plan at the beginning of the year, focusing on six areas: institutional reform; administrative procedure reform; organizational reform; reform of the civil service system; public financial reform; and the development of e-government and digital government.
Administrative procedure reform has been identified as the area with the most direct impact on residents and organizations. Administrative procedures under commune-level jurisdiction are publicly and fully posted at the Public Administration Service Center and on the commune’s website.
Since the beginning of the year, the center has received and processed nearly 1,000 administrative applications, most of which were submitted online, helping reduce the time and travel costs incurred by local residents.
Alongside making procedures public and transparent, Sín Thầu commune is gradually introducing digital technology into the receipt and processing of applications. This approach is particularly appropriate for the border area, where travel remains difficult, especially for residents living far from the commune center.
According to Đàm Văn Cường, to ensure that digital transformation genuinely benefits residents, the commune has implemented its 2026 digital transformation plan based on three pillars: digital government, the digital economy and digital society.
The commune aims to increase the proportion of applications received and processed online, accelerate the digitization of administrative records and expand online payments. Results during the first eight months of the year show that nearly 100% of applications were processed, with most completed ahead of schedule.
Beyond simply digitizing records, Sín Thầu commune is gradually moving toward the use and reuse of connected and shared data. Specialized departments have been instructed to proactively access information from the National Population Database, sector-specific databases, VNeID and other verified electronic data sources. This helps reduce the need for residents to resubmit information and documents that are already available in the system.
This approach has helped reduce paperwork, processing time, travel costs and unnecessary inconvenience for residents when carrying out administrative procedures.
In practice, however, administrative reform combined with digital transformation in Sín Thầu still faces several challenges. The commune covers a large area with a dispersed population, while some residents are not yet familiar with online public services. Telecommunications infrastructure remains uneven in some areas, with dead zones in mobile coverage affecting access to and use of digital services.
Therefore, alongside infrastructure investment, the commune continues to assign officials to assist residents in using online public services, strengthen communication and digital skills training, and improve the quality of operations at the Public Administration Service Center.
To date, 100% of officials and civil servants use the document management and administrative system, while approximately 95% of documents issued by the commune People’s Committee are proposed, issued, digitally signed and processed in a digital environment.
Changes in the way work is organized and handled show that administrative reform in Sín Thầu is gradually moving beyond process improvement toward a new approach to public service delivery.
According to Đàm Văn Cường, Deputy Chairman of the Sín Thầu commune People’s Committee, in the coming period, the commune will continue to increase the proportion of applications submitted online, maintain 100% digitization of administrative records, expand online payments and data reuse, while improving the effectiveness of the Public Administration Service Center and strengthening coordination between the center and specialized departments.
Above all, the commune will continue to use the satisfaction of residents and organizations as a key measure of its performance.
