For Điện Biên - a land imbued with patriotic traditions and revolutionary spirit, and forever associated with the resounding victory that shook the world - the spirit of the Autumn of Independence was further forged and carried forward through the Điện Biên Phủ Victory in 1954.

Eighty-one years on, that historic milestone has become a source of strength and steadfast confidence, inspiring the Party Committee, authorities and people of all ethnic groups in the province to promote self-reliance and resilience and awaken their aspiration for advancement in the new era.

During these historic autumn days, the sacred red of the national and Party flags flies across the country, from the historic Ba Đình Square to remote border areas and distant islands. In the heroic Northwest, Điện Biên is adorned with colorful flags, banners and slogans celebrating the success of the August Revolution and National Day on September 2. The values forged through successive stages of the revolutionary struggle are being inherited and promoted in every policy and decision of the provincial Party Committee, becoming a driving force for the entire political system and people of all ethnic groups to join hands in building their homeland.

The country is entering a new era of development in the spirit of the Resolution of the 14th National Party Congress. For Điện Biên, this represents both an opportunity and a driving force for breakthroughs, enabling the province to capitalize on its advantages and gradually narrow the development gap with other localities across the country.

In this spirit, Điện Biên province has strongly promoted patriotic emulation, fostering a sense of responsibility, solidarity, autonomy, confidence, self-reliance and resilience, as well as the aspiration to contribute among the entire political system, the business community and the people. This is also a continuation of the “Điện Biên Phủ spirit” in peacetime, translated into concrete determination to successfully implement the Resolution of the 15th provincial Party Congress and achieve double-digit economic growth during the 2026-2030 period.

In response to the patriotic emulation campaign launched by the Prime Minister and the implementation plan for 2026-2030, Điện Biên province has launched an emulation campaign entitled “Determined to achieve sustainable double-digit growth,” with the goal of achieving an average annual GRDP growth rate of 11% by 2030 and a per capita GRDP of approximately VND 115 million.

To realize these targets, the campaign focuses on building a comprehensive institutional framework and significantly improving the investment and business environment; promoting science and technology, innovation, digital transformation and green transition; and restructuring the economy in conjunction with renewing the growth model. At the same time, the province is accelerating the development of modern socio-economic infrastructure and promoting regional connectivity; developing high-tech agriculture; building new-style rural areas; reducing poverty sustainably; and promoting socio-economic development in ethnic minority and mountainous areas. It is also working to build a modern and professional public administration under the principle of “government close to the people, rooted at the grassroots level, and dedicated to serving people effectively.”

To achieve these goals, the province is implementing its action program with determination, initiative and flexibility. Identifying double-digit economic growth as a central and overarching task, the province is directing the synchronized implementation of five key areas of governance and 11 major groups of tasks and solutions. Detailed growth scenarios are being developed for each quarter, sector and field, while emerging difficulties and obstacles are being addressed promptly to maintain the growth momentum.

This determination has produced positive results. In the first six months of the year, the province’s GRDP grew by 8.67% year on year, higher than the national average. Điện Biên ranked fifth among the nine provinces in the Northern midlands and mountainous region and 17th among the country’s 34 provinces and centrally governed cities. The economic structure continued to shift in a positive direction, while industry, trade, services and tourism maintained solid growth, creating an important foundation for Điện Biên to strive to meet its full-year targets. Notably, public investment disbursement reached 54.3% of the plan assigned by the Prime Minister, the highest rate in the country - clear evidence of the province’s determination in leadership, administration and implementation.

The province’s potential and advantages are opening up a new phase of development. Điện Biên has granted investment policy approvals and investment registration certificates to 12 projects proposed by 11 businesses and investors, with total registered capital exceeding VND 48 trillion. The province has also signed 22 memoranda of understanding on investment cooperation, with total registered capital of more than VND 209 trillion.

Notably, Điện Biên has attracted FDI projects with total registered capital exceeding VND 14 trillion, while major economic groups such as Vingroup, Sun Group, FPT, Mường Thanh and Vestas Development have shown strong interest in the province. These developments are creating new expectations for investment resources, technology, employment and expanded development opportunities.

Each project being built today serves as a link opening the way for Điện Biên to expand trade, cooperation and deeper integration. They are creating greater room for the development of industry, services, urban areas and tourism while gradually expanding the province’s development space.

The first phase of the Sơn La - Điện Biên - Tây Trang Border Gate expressway project, together with the upgrading of the road connecting National Highway 12 with A Pa Chải Border Gate, will create an important strategic connection between Điện Biên, other localities in the region and border areas. The 220kV Sơn La - Điện Biên transmission line and Điện Biên 220kV substation are also under construction, with more than 50% of the work completed. The province has approved and facilitated investors’ research and surveys for renewable energy projects. Meanwhile, a rubber latex processing plant with an annual capacity of 6,000 tonnes has completed construction and begun operations.

The emulation spirit in Điện Biên is also spreading through the 500-Day Campaign, reflecting the responsibility and deep gratitude of the Party Committee, authorities, armed forces and people toward fallen heroes and martyrs. On a large scale, the campaign has mobilized the entire political system, armed forces and people from all walks of life, who have worked tirelessly day and night to uphold the tradition of “remembering the source when drinking water” through concrete actions.

The projects gradually taking shape on this historic land are evidence of a Điện Biên undergoing transformation through its own internal strength and new sources of resources. If the Autumn of 1945 demonstrated the power of the people rising up to seize political power, today the people’s strength continues to be harnessed in building their homeland.

It is the strength of faith, responsibility, intellect and solidarity. This strength provides the foundation for Điện Biên to realize its goal of becoming, by 2030, a province developing toward a green, smart and sustainable economy, one of the region’s tourism centers and a relatively developed province in the region.
