The Điện Biên 1 Solar Power Plant Project, invested by Vin Energo Điện Biên 1 Company Limited, has a designed capacity of 300MW with a total investment exceeding VND 5,371 billion, utilizing approximately 509 hectares across Điện Biên Phủ ward and the communes of Mường Ảng, Pu Nhi, Na Son, Mường Lạn, and Xa Dung.
Given its extensive scale and expansive geographic scope, the project directly touches upon the rights, livelihoods, and living conditions of residents in multiple localities. Consequently, right from the organizational stage, local authorities identified communication and mobilization as key priorities to deliver policies to the people comprehensively and practically.
In highland areas, grassroots party committees and local authorities have persistently stayed close to the people and the field, explaining every policy detail, untying knots promptly, and progressively building community consensus.
Site clearance was identified by the Party Committee and the People’s Committee of Xa Dung commune as an important mission requiring synchronous engagement across the political system. Mass mobilization is viewed as the key solution to solidify awareness, resolve concerns, and forge public unity. The commune Site Clearance Steering Committee established seven working teams to directly visit villages and individual households to engage in dialogue. Communication has been conducted through a grassroots-oriented approach, focusing on direct dialogues to resolve community concerns.
Sùng A Măng, Chairman of the People’s Committee of Xa Dung commune, stated that the working teams focused on communicating the investment policy, the scope of site clearance, and support policies, while clarifying the rights and obligations of residents at every phase. Unclear points were explained directly by cadres, while arising petitions were gathered to coordinate with competent agencies for resolution according to regulations.
To date, communication and mobilization efforts in Xa Dung A, Xa Dung B, and Xa Dung C villages have achieved positive outcomes. Residents have expressed general consensus, collaborating with functional forces in inventorying land and assets and completing relevant paperwork.
According to statistics, the commune has disbursed compensation for 102.9 hectares across 109 households, reaching 77.6%, with total disbursements amounting to VND 20.22 billion. Currently, an additional 29.7 hectares are undergoing asset inventory and file completion for upcoming payouts.
In Pu Nhi commune, the project spans 74 hectares in Pu Cai village. To forge community consensus, the commune Party Committee and local government have also accelerated outreach, proactively meeting residents, clarifying policies, and resolving emerging difficulties.
Phạm Duy Linh, Vice Chairman of the People’s Committee of Pu Nhi commune, noted that identifying communication as a task that must stay one step ahead, commune cadres focused on listening to each household’s thoughts and classifying issues for concrete resolution. The role of village cadres and reputable community figures has also been promoted. Being close to the people, understanding local customs, and knowing each family’s circumstances, they convey guidelines and policies through languages and expressions suited to highland life. Their participation ensures information reaches every home, preventing misunderstandings or inconsistent information regarding the project.
To date, Pu Nhi commune has disbursed support for approximately 50 hectares out of more than 74 hectares, totaling VND 11 billion out of VND 14 billion. The majority of residents in Pu Cai village have consented to the project’s implementation.
Sùng A Lử, Head of Pu Cai village, stated that once thoroughly explained, villagers understood the project clearly, reached consensus, and coordinated with local authorities in relevant tasks. Receiving financial support made villagers enthusiastic, and many families hope the project will be deployed soon to create local job opportunities, allowing village youths to work right in their homeland, secure stable incomes, and reduce the need to seek work far from home.
Thanks to sound communication and mass mobilization, the Điện Biên 1 Solar Power Plant Project has initially secured public consensus and support. This demonstrates that for every policy to take root in daily life, it must start from the grassroots. When cadres stay close to the people, listen to them, and engage in persistent dialogue; when legitimate concerns are received and addressed promptly; and when residents clearly understand the goals and practical benefits of the project, consensus becomes a vital driving force accelerating implementation progress.
With the concerted involvement of the entire political system, the coordination of relevant agencies, and the active support of the people, site clearance bottlenecks for the Điện Biên 1 Solar Power Plant Project are steadily being removed. This serves as a vital prerequisite for the project to stay on schedule, contributing to unlocking renewable energy potential, creating new momentum for socioeconomic development, and expanding livelihood and employment opportunities for highland communities in Điện Biên.
