Immediately after the direction from the Central level, the provincial Party Standing Committee issued guidance documents and organized widespread feedback collection from the provincial to the grassroots level. Lỳ Lỳ Xá, Deputy Head of the provincial Party Committee’s Commission for Information, Education and Mass Mobilization, stated: “We identified this as an important political activity, so the entire political system was mobilized with a spirit of proactiveness, responsibility, and creativity. A new point is that the province flexibly combined in-person and online forms, helping people in remote and isolated areas to participate easily.”
The provincial Party Committee’s Commission for Information, Education and Mass Mobilization coordinated with the Fatherland Front, socio-political organizations, and press agencies in the province to promote propaganda and guide officials, party members, and people to study and contribute opinions. Within just one peak month, local press agencies produced over 450 news items, articles, reports, and columns; much of the content was translated into Thai and Hmong languages to help ethnic minority people easily access it.
Thanks to flexible methods close to people, the feedback collection became a democratic, vibrant, and substantive movement, creating a strong spread throughout society. The Standing Committee of the provincial Fatherland Front Committee organized the collection of comments on the draft documents of the 14th Party Congress, demonstrating the interest, responsibility, and democratic spirit of officials, party members, and people.
In Búng Lao commune, Tạ Mạnh Cường, Secretary of the commune Party Committee, said: “Búng Lao has many remote villages with difficult roads, but we still ensured that every citizen could participate. Besides direct conferences, we integrated feedback collection into village meetings and propagated in ethnic languages so that people could understand the content of the documents better.”
By November 15, 2025, the entire province completed the collection of comments on the draft documents of the 14th Party Congress, ensuring progress and quality. There were 44,675 direct opinions at conferences, seminars, and workshops, and 33,587 online opinions via the VNeID application synthesized. These figures show the scale of a profound political activity, vividly reflecting the democratic spirit, responsibility, and faith of officials, party members, and people of Điện Biên in the Party.
Most opinions highly agreed with the layout, content, spirit of innovation, and strategic vision of the draft documents. Many profound, specific, and practical suggestions requested a clearer affirmation of the role of the private economy as one of the important driving forces of the economy; strengthening support policies for small and medium enterprises, and encouraging innovation and digital transformation. Some opinions proposed promoting the development of the digital economy, green economy, and circular economy, associated with specific targets on GDP growth, average income, labor productivity, and energy transition.
The contributing opinions affirmed that streamlining the political system apparatus should be considered a “great revolution,” demonstrating the Party’s high political determination; at the same time emphasizing the requirement to strengthen inspection, supervision, prevention of corruption and negativity, and building a clean, transparent, effective, and efficient state apparatus. Concurrently, promoting Vietnamese cultural and human values, and reviving national culture in the context of globalization and digital transformation.
In the specific conditions of a mountainous, border province with many difficulties, Điện Biên province proposed adjusting the goal of “no poor households by 2030” to “basically no poor households” to ensure suitability with actual conditions. It is requested to prioritize investment in developing infrastructure in the Northwest region, especially inter-regional transport connections, health, education, and information technology; and pay attention to training and fostering the contingent of ethnic minority officials and young officials.
Phạm Thị Vịnh, Chairwoman of the Association for Support of People with Disabilities and Protection of Children of Điện Biên province, expressed faith and expectation in the Party’s major orientations in the next term. She was particularly impressed with the new point in the document emphasizing the policy of building a learning society, promoting lifelong learning, and considering this as the foundation for developing Vietnamese people in the digital era. From practical work, Phạm Thị Vịnh suggested: “The Party and State continue to pay more attention to specially difficult mountainous provinces, investing synchronously in infrastructure, staff training, and socio-economic development so that Điện Biên and many similar localities can rise strongly and catch up with the general development pace of the country.”
With a democratic spirit, the comments provided suggestions and practical solutions for the 2026 - 2030 period, from improving leadership efficiency, streamlining the administrative apparatus, and developing digital government, to developing high-tech agriculture associated with environmental protection, caring for the lives of ethnic minorities, promoting education and health in highland areas, and strengthening power supervision, aiming to build an effective and transparent operating apparatus.
The heartfelt contributions demonstrated the wisdom, responsibility, and faith of officials, party members, and people of all ethnic groups in Điện Biên province, contributing to perfecting the draft documents of the 14th Party Congress: Converging the will, aspiration, and determination of the entire people on the journey of building a strong, prosperous, and happy country.
