At the session, representatives from departments and sectors, the drafting agencies, presented and sought feedback on many important contents, including: Regulations on management and decentralized management of urban technical infrastructure in the province; Regulations on decentralized state management of food safety within the scope of the health sector’s management in the province; and the Regulation on the management of martyr dedication works and martyrs’ graves in the province.

The session also discussed proposals before submitting to the provincial People’s Council for resolutions regulating interest rate support policies for loans from credit institutions for projects investing in bus vehicles, investing in building infrastructure serving public passenger transport by bus; supporting the exemption/reduction of ticket prices for users of public passenger transport services by bus in Điện Biên province; a Resolution regulating the consideration and awarding of the Commemorative Medal “For the Cause of Building and Developing Điện Biên province;” and a Resolution regulating the number of labor contracts for professional and technical work in public non-business units in the education sector where the State ensures regular expenditures, in accordance with Decree No.111/2022/NĐ-CP dated December 30, 2022, of the Government, in the province.

Speaking at the session, provincial People’s Committee Chairman Lê Văn Lương highly praised the preparation of the drafting agencies. Many contents presented at the session have a large scope of impact, directly related to state management, improving the investment environment, the quality of public services, and the lives of the people. Therefore, he requested the presiding agencies to continue thoroughly reviewing the legal basis, ensuring consistency within the system of documents; and simultaneously assessing the practical impact, avoiding the emergence of difficulties during implementation.

The provincial People’s Committee Chairman proposed that departments and sectors seriously and fully assimilate the contributing opinions of the delegates; research and supplement missing contents, revise unsuitable points; and complete the dossiers and proposals in accordance with regulations to submit to the provincial People’s Council at the nearest session. Provincial People’s Committee Chairman Lê Văn Lương emphasized that the spirit of drafting documents must closely adhere to practical requirements, be transparent, feasible, and contribute to enhancing the effectiveness and efficiency of state management and meeting the expectations of cadres, residents, and businesses.
