Provincial Council Reviews Progress on National Target Programmes

ĐBP - A delegation from Điện Biên Province's Standing People's Council, led by Vice Chairwoman Giàng Thị Hoa, who is also a member of the provincial Party Committee's Standing Committee, held a working session with the provincial People's Committee on Friday morning.

The meeting formed part of a comprehensive review of the implementation of National Target Programmes (NTP) for the 2021-2030 period. Also present were Lò Văn Tiến, Vice Chairman of the provincial People's Committee, and representatives from various relevant departments.

The province has made significant progress in implementing the three NTPs, which have notably bolstered local socio-economic development. A total of 807 infrastructure projects have been completed, encompassing new constructions, upgrades, and repairs, thereby improving local services. 

In 2023, the average per capita income in the province reached VNĐ26 million annually, marking a rise of VNĐ4.3 million since 2021. By 30 June 2023, four more communes achieved the advanced new rural standard, bringing the total to four, while 52 communes either met or were close to meeting the new rural standard—an increase of seven communes. Villages meeting the new rural and exemplary new rural standards also saw substantial growth, with 96 new additions, raising the total to 179 villages.

On the poverty reduction front, the poverty rate dropped to 25.6 per cent in 2023, down by 9.2 per cent from 2021. This figure is projected to decrease further to 22 per cent by 2024, meeting 80 per cent of the target for 2025. Among ethnic minority communities, the poverty rate has reduced by over 5 per cent. Moreover, by 30 June, 14 key targets in the socio-economic development programme for ethnic minorities and mountainous areas had been achieved.

Despite these successes, challenges persist in implementing the NTPs. Steering committees in certain localities, along with some management staff, have not fully embraced their roles, resulting in delays and confusion. Some commune-level officials, responsible for executing the programmes, lack familiarity with central and provincial regulations, leading to implementation challenges. In some cases, allocated funds were left unused due to concerns over accountability and potential errors. Progress on numerous projects and sub-projects has been slow, with low disbursement rates, particularly those relying on non-business capital. There are also concerns regarding the substantial amounts of capital carried over from 2022 to 2023, and from 2023 to 2024, alongside slow disbursement rates. Additionally, some projects received budgets that exceeded actual requirements, while certain sub-projects were funded by more than one NTP.

During the session, representatives from the provincial People's Committee and relevant departments addressed several core issues, including sustainable poverty reduction, rural development funding allocation, capital disbursement for NTPs, the quality of grassroots inspection and supervision, and the implementation of the Livestock Law.

Vice Chairwoman Hoa, representing the monitoring delegation, acknowledged the positive outcomes of the NTPs, particularly their impact on six of the province’s socio-economic indicators. She urged relevant agencies to take into account the feedback provided during the session, review the existing challenges, and submit a final report to the monitoring delegation for consolidation and subsequent submission to the provincial Standing People's Council.
