Mr. Mùa A Sơn appointed as Secretary of the Party Committee of the Điện Biên Provincial Party agencies

ĐBP - On the afternoon of February 12, the Điện Biên Provincial Party Committee held a conference to announce decisions regarding organizational restructuring and personnel appointments.

The event was attended by Mr. Trần Quốc Cường, Member of the Party Central Committee and Secretary of the provincial Party Committee; Mr. Mùa A Sơn, Permanent Deputy Secretary of the provincial Party Committee; Mr. Lê Thành Đô, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; and Mr. Lò Văn Phương, Member of the Standing Board of the provincial Party Committee and Chairman of the provincial People’s Council.

At the conference, Mr. Phạm Khắc Quân, Head of the Organization Commission of the provincial Party Committee, announced the committee’s decisions on organizational restructuring and personnel appointments. Accordingly, the Standing Board of the provincial Party Committee decided to establish the Party Committee of the provincial Party agencies and the Party Committee of the provincial People’s Committee, both under the provincial Party Committee.

The Party Committee of the provincial Party Agencies consists of 21 members, with 19 currently assigned and two positions left vacant. Mr. Mùa A Sơn was appointed as Secretary of the committee.

Meanwhile, the Party Committee of the provincial People’s Committee consists of 27 members, with 25 currently assigned and two positions left vacant. Mr. Lê Thành Đô took the position of Secretary of the committee.

The Standing Board of the provincial Party Committee also decided to merge the provincial Party Committee’s Commission for Information and Education and the Commission for Mass Mobilization into the Commission for Information and Education and Mass Mobilization. Mrs. Lò Thị Minh Phượng, Head of the provincial Party Committee’s Commission for Information and Education, is the leader of the new agency. Additionally, Mr. Lỳ Lỳ Xá, Secretary of the Party Committee of the provincial Agencies and Enterprises, was reassigned to serve as Chairman of the provincial Farmers’ Union. Mr. Nguyễn Duy Chinh, Deputy Secretary of the Party Committee of the provincial Agencies and Enterprises, was appointed as Deputy Secretary (full-time) of the Party Committee of the provincial People’s Committee.

The Standing Board of the provincial Party Committee also decided to dissolve the provincial Committee for the Protection and Care of Officials’ Health and to terminate the operation of certain Party organizations, including the Party Committee of the provincial Agencies and Enterprises.

Congratulating the officials on their new assignments, Secretary of the provincial Party Committee Trần Quốc Cường emphasized that the dissolution of outdated structures and the transfer of functions to relevant units aim to enhance administrative efficiency while maintaining leadership effectiveness. He also highlighted the significance of establishing the Party Committee of provincial Party Agencies and the Party Committee of the provincial People’s Committee, as well as merging the provincial Party Committee’s Commission for Information and Education and the Commission for Mass Mobilization, reflecting the Party’s strong political will in implementing the Central Party Committee’s directives.

Mr. Trần Quốc Cường urged the newly-established Party Committees to foster unity, uphold democracy, and leverage collective wisdom to lead the effective implementation of political tasks. He stressed the importance of rational personnel arrangements to maximize operational efficiency and called on party members and officials to prioritize collective interests, uphold discipline, enhance their professional capabilities, and stay connected with the people. He also instructed the committees to expedite the handover process, including document transfers, organizational realignment, personnel adjustments, financial matters, and asset management, in compliance with regulations.

Following the merger, the Commission for Information and Education and Mass Mobilization is expected to proactively advise the Standing Board and the Executive Board of the provincial Party Committee on dissemination and mass mobilization efforts while directly overseeing key initiatives in these fields. Meanwhile, Party organizations at all levels must continue strengthening ideological work, encouraging officials and party members to stay committed, maintain political integrity, and uphold their responsibilities.

At the same time, Mr. Trần Quốc Cường emphasized the need to ensure proper policies and timely support for officials and employees affected by the organizational restructuring, safeguarding their legitimate rights and interests.
