In recent years, the number and quality of ethnic minority Party members have steadily increased, enabling them to play a core political role at the grassroots level and helping translate the Party’s guidelines and resolutions into real-life outcomes.
In Tìa Dình commune, where ethnic minorities make up the majority of the population, Party member development has always been a key focus of the commune level Party Committee. This is regarded as a fundamental solution for building a pool of on-the-spot cadres and strengthening leadership capacity in each village.
Huổi Sông village has 77 households with 395 residents, all of whom belong to the Mông ethnic group. Since being admitted to the Party in 2017, Vàng A Dia, Secretary of the village Party Cell, has clearly demonstrated a pioneering and exemplary role in disseminating the Party’s guidelines and the State’s policies and laws. He has mobilized local residents to restructure crops and livestock, apply new production techniques, and work toward sustainable poverty reduction.
In 2024, in line with the commune’s orientation, Dia took the lead in converting more than 1.5 hectares of low yield rice and cassava fields into coffee plantations. Following his example, in 2025, the entire village converted over 8.5 hectares of land to coffee cultivation. In 2026, the village continued to nurture an additional 50,000 coffee seedlings to further expand the growing area. To date, Huổi Sông village has just over 20 poor households, down by more than 20 compared to 2024. Living standards have gradually improved, and public confidence in the Party’s leadership has continued to strengthen. Vàng A Dia shared: “After joining the Party, I feel a greater sense of responsibility, first to develop my family’s economy, then to encourage fellow villagers to do the same so living standards can improve and the village can continue to grow.”
The Tìa Dình commune level Party Committee oversees 30 subordinate Party cells with a total of 377 Party members, including 339 ethnic minority members. In 2025 alone, the committee admitted 21 new ethnic minority Party members, contributing to stronger leadership capacity and combat strength at the grassroots level. According to Nguyễn Văn Tăng, Secretary of the commune level Party Committee, these results stem from strengthened leadership by Party committees, clearer accountability for heads of units, and strict adherence to Guidance No. 38-HD/BTCTW dated September 29, 2025, issued by the Central Organization Commission on Party member affairs to ensure proper procedures and processes. At the same time, proactive plans have been developed to build sources of potential members at the grassroots. Party cells have focused on identifying and nurturing outstanding individuals among youth union members, core association members, militia forces, and respected figures in the community, assigning them specific tasks for training to ensure admission meets standards rather than pursuing numbers.
The Si Pa Phìn commune level Party Committee has 31 subordinate Party organizations with nearly 500 Party members, of whom ethnic minorities account for nearly 80%. According to Vàng A Kỷ, Standing Deputy Secretary of the commune level Party Committee, targets for building membership sources have been assigned to each Party cell, with an emphasis on identifying and fostering outstanding individuals. Ethnic minority Party members are encouraged to take the lead in economic development, linking exemplary responsibility with improved quality of Party cell activities and greater effectiveness in local work. Since July 2025, the commune level Party Committee has admitted 11 new ethnic minority Party members.
Sân Bay village in Si Pa Phìn commune has a population that is 100% Mông. According to Thào A Dế, Secretary of the village Party Cell, ethnic minority Party members have upheld the principle of “Party members lead the way, the people follow”, becoming a core force in communication, mobilization, and the effective implementation of the Party’s guidelines and the State’s laws at the grassroots level. Newly admitted Party members are all assigned specific tasks, enabling them to demonstrate a pioneering and exemplary spirit in economic development, the maintenance of public order and security, and the building of cultural life, thereby creating a positive ripple effect throughout the community.
In recent years, Điện Biên has intensified the implementation of Resolution No. 04-NQ/TU dated May 7, 2021, issued by the provincial Party Executive Committee on “Enhancing the leadership capacity and combat strength of grassroots Party organizations, contributing to the consolidation of the political system at the grassroots level for the 2021-2025 period” along with Plan No. 09-ĐA/TU dated June 9, 2023, issued by the Standing Board of the provincial Party Committee on “Developing Party organizations and Party members to help build and strengthen the political system in extremely disadvantaged and border communes of Điện Biên province for the 2023-2025 period and beyond.” Accordingly, Party committees at all levels have implemented a range of coordinated measures, with a focus on effective leadership and direction in Party member admission; increasing the proportion of village heads who are Party members; raising the share of ethnic minority Party members; and building a contingent of Party members with strong political resolve, revolutionary ethics, and a high sense of discipline to meet task requirements.
To date, the provincial Party organization has more than 49,000 Party members, including over 27,000 from ethnic minority groups. Many Mông, Thái, Mường, Dao, and Khơ Mú Party members hold key positions in Party committees, government bodies, and socio-political organizations at various levels, playing an exemplary role and taking the lead in emulation movements.
These achievements show that efforts to develop ethnic minority Party members in Điện Biên have become increasingly substantive and effective, contributing to higher quality grassroots Party membership. This is a key solution for reinforcing the leadership role of Party organizations and building a pool of local cadres, thereby strengthening public trust and promoting socio-economic development while ensuring national defense and security across the province.
