Election countdown begins as Điện Biên’s localities gear up early

ĐBP - Preparations for the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026-2031 term are being rolled out swiftly, methodically and in strict compliance with procedures and regulations across Điện Biên province.

Early and proactive engagement reflects strong political resolve to ensure the elections are conducted democratically and lawfully, selecting truly outstanding representatives with both integrity and competence who embody the will and aspirations of the people.

Mường Ảng is among the leading communes in the province in election preparations. The commune has identified this work as a central task of the entire political system in the final months of 2025. Immediately after receiving provincial guidance, it established a Steering Committee for the elections and issued a detailed action plan with clearly phased timelines. The commune’s Election Committee has been consolidated to ensure the correct composition. Four supporting subcommittees have been set up: personnel; security and order; communications; and logistics and facilities. Each subcommittee has been assigned specific responsibilities, maintains a firm grasp of its area, and proactively handles tasks in line with the overall plan.

On December 5, 2025, the commune convened the first consultative conference to agree on the structure, composition and number of candidates to be nominated for the Mường Ảng People’s Council for the 2026-2031 term. The conference was attended by full representation from the Party committees, the Vietnam Fatherland Front, socio-political organizations, and secretaries of village and residential unit Party cells. As agreed, the People’s Council is expected to elect 22 deputies. The proposed composition includes eight women (36.4%); 11 ethnic minority deputies (eight Thai and three Mong); three non-Party members (13.6%); eight candidates under the age of 40 (36.4%); and 13 incumbents seeking re-election (59%). By workplace distribution, 16 candidates come from agencies and institutions (72.7%), and six from villages and residential units (27.3%).

A total of 39 individuals were nominated, including five from Party bodies; six from the commune-level Vietnam Fatherland Front and mass organizations; three from the People’s Council; six from the People’s Committee; five from the armed forces; two from schools; and 12 from villages and residential units. The conference unanimously approved the minutes of the first consultative meeting. This marks a key step, ensuring Mường Ảng can proceed with subsequent stages in full compliance with the law.

Province-wide, election preparations are being carried out with urgency and seriousness. On the afternoon of December 9, the Standing Committee of the Vietnam Fatherland Front of the province held the first consultative conference to agree on the structure, composition and number of candidates for the 16th National Assembly and the 16th term of the provincial People’s Council (2026-2031). Under the plan of the National Assembly Standing Committee, Điện Biên province will elect seven National Assembly deputies, including four residing and working in the province and three nominated by central authorities. The proposed structure ensures broad representation: six ethnic minority deputies, five women, one young deputy, and one to two incumbents seeking re-election. The allocation of nominations is assigned to the Office of the provincial Party Committee, the Office of the National Assembly Deputies Delegation and the provincial People’s Council, the provincial Party Committee’s Organization Commission, and the Department of Education and Training.

For the 16th term of the provincial People’s Council (2026-2031), 50 deputies are expected to be elected from 96 nominees. The proposed composition includes 34% women, 54% ethnic minorities, 12% non-Party members, 16% young deputies under 40, and 48% incumbents. Provincial-level agencies are expected to account for 33 deputies (with 60 nominees), while grassroots units will account for 18 deputies (with 36 nominees). These targets underscore the province’s focus on broad representativeness in elected bodies, in line with central guidance.

To date, election preparations from the provincial level down to grassroots units have been implemented in a coordinated and rigorous manner. Organization, personnel, communications, security, and logistical arrangements are all progressing on schedule. With unity and a high sense of responsibility across the political system, preparations are steadily being finalized, laying a solid foundation for the next stages. With proactive efforts by localities and decisive direction from the Election Steering Committee and the provincial Election Committee, the elections are expected to be democratic, open and transparent, truly a nationwide civic festival, while selecting capable and qualified deputies who genuinely represent the people’s will and aspirations in the new term.
