After one month of implementation, the seconded personnel have quickly adapted to the work, contributing to positive changes in the operations of the commune-level government.
In the initial phase of implementing the two-tier local government model, many difficulties became apparent. The expanded commune areas and heavy workload, combined with the fact that specialized divisions at the commune level must handle multiple sectors, led to an overload and affected the speed of work processing.
On October 21, the provincial People’s Committee issued a decision to second and reinforce 97 public employees and civil servants to the grassroots level. This included the secondment of 52 people from the provincial level; the reinforcement of 45 medical station chiefs tasked with assisting communes in the health sector, and 17 school personnel seconded to work in commune-level civil servant positions. This is considered a solution to bridge professional gaps and create a positive transformation in the civil service performance of the grassroots-level government.
Tủa Thàng commune received two professional officers from provincial-level agencies and units to work locally. After only a short period of taking up their duties, the two reinforced officers quickly integrated, grasped the actual situation, deployed work according to their professional positions, and initially created a positive impact.
Nông Huy Thiêm, a public employee from the Professional Division (Job Service Center, Department of Home Affairs), was assigned to be in charge of internal affairs within the Tủa Thàng Communal Culture and Society Division. With a high sense of responsibility, Thiêm quickly accessed and categorized tasks, reviewed records, and provided timely advice on reports and plans for the communal government.
Nông Huy Thiêm shared: “I want to connect more with companies and businesses inside and outside the province, aiming to create stable job opportunities for local laborers. Furthermore, I hope to advise and support residents in going to work abroad under contract in traditional labor markets such as Taiwan, Japan, and South Korea, so that residents can have stable incomes and contribute to the local labor structure shift.”
Also working in Tủa Thàng commune, Vũ Đức Việt, a civil servant from the Trade Management Division (Department of Industry and Trade), was assigned to oversee the industry and trade sector in the communal Economic Division. After one month, Việt completed the review of the entire current status of industrial and trade development in the commune. According to his preliminary assessment, Tủa Thàng commune has a large potential in the trade sector, particularly in market fair activities.
Vũ Đức Việt stated: “The commune is planning to organize the Huổi Lóng market fair. In the coming time, I will collaborate with the officers of the Economic Division to advise and develop a plan for organizing and maintaining this market fair’s operation. We also plan to open another market fair at Huổi Trẳng pier to create a space for trading goods and support the consumption of local agricultural products.”
Evaluating the initial effectiveness of the seconded officers, Phạm Hoàng Long, Chairman of the Tủa Thàng communal People’s Committee, commented: “The seconded officers quickly adapted to the work and actively advised the specialized divisions on handling the lacking tasks. This timely reinforcement has helped the communal government apparatus operate more effectively.”
In Mường Lạn commune, two seconded officers were assigned to the Culture and Society Division and the Economic Division, helping the locality promptly resolve many pending tasks. Thanks to the additional personnel, tasks related to digital transformation, citizen reception, and guiding residents through administrative procedures have been carried out more smoothly. According to Đào Duy Thạch, Vice Chairman of the Mường Lạn communal People’s Committee, the seconded officers were assigned positions appropriate to their expertise and quickly accessed the work. Currently, both seconded officers are settled in their positions and demonstrate a high sense of responsibility.
After one month of implementation, the policy of seconding officers from the provincial level to the grassroots has proven its correctness and effectiveness, helping communes resolve professional “bottlenecks” and contributing to improving the quality of service for residents. Thereby, it strengthens the effectiveness and efficiency of local government operations, meeting the requirements for development in the new period.
