The project will be implemented in 18 communes with a scope including 2 components: Enhancing self-reliance capacity for rural areas and building electricity infrastructure for disadvantaged regions. The project will support the development of action plans for the development of villages in the 18 project communes; development orientation for village infrastructure such as roads, water systems, improvement of living environment; construction works serving cultivation and husbandry activities; and plans to increase income for village residents. At the same time, it will build a power grid system to supply electricity to 2,944 ethnic minority households in 71 villages across the 18 communes in the province. The new construction investment scope includes: 172.029km of 35kV medium-voltage power lines; 67 transformer substations with a total capacity of 3,550 KVA; 128.567km of 0.4kV low-voltage power lines and 2,944 electricity meters.
The total investment for the project is estimated at USD 23 million, equivalent to approximately VND 557.75 billion. Of this, non-refundable ODA aid from KOICA accounts for 85% of the investment capital, and the remaining 15% is counterpart funding from the local budget of Điện Biên province. The project is expected to be implemented over 5 years, from 2025 to 2029.
At the working session, the KOICA Office delegation discussed the purpose and content of this survey program. Simultaneously, they proposed several requirements for support during the implementation process. The delegation also provided information on the work plan after the survey and the procedures requiring coordination between the two sides to deploy the project.
Speaking at the working session, Vice Chairman of the provincial People’s Committee Lò Văn Cương emphasized: For the project to be implemented effectively, Điện Biên province will complete legal and administrative procedures and ensure the site clearance for project deployment; assign specific tasks to the Vietnamese implementing unit to organize deployment, establish cooperative relations with the people, directly manage the output products, and coordinate with related organizations and units during the implementation process. At the same time, he requested the Delegation to soon finalize the draft Record of Discussion (RoD) after the survey, send it to Điện Biên province for feedback and signing in the shortest possible time to accelerate the project progress.
