Điện Biên provincial People’s Committee holds January meeting to consider many important contents

ĐBP - On the afternoon of January 28, the Điện Biên provincial People’s Committee organized the January meeting to consider and provide opinions on 15 important contents.

These topics included the implementation of tasks and the socio-economic development plan, the disbursement of investment capital, and various schemes and draft resolutions across multiple sectors. Lê Văn Lương, who serves as the Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee, co-chaired the meeting alongside the Vice Chairmen of the provincial People’s Committee.

During the session, the delegates discussed 9 contents directly and provided opinions through ballots for 6 other contents. The participants focused on exchanging many opinions related to the Draft Report on the results of implementing tasks and the socio-economic development plan while ensuring national defense and security for January 2026. They also addressed the Report on the progress of implementation and disbursement of public investment capital and national target programs for 2025.

The meeting clarified what has been achieved and what remains unfinished, along with tasks that need to be implemented. Specifically, some renewable energy projects in the local area are still slow in the stages of preparing documents and submitting them for approval of investment policies and investors, which requires urging and implementation. The delegates also emphasized accelerating the construction progress of the 220kV Sơn La - Điện Biên power transmission project. Relevant departments must immediately arrange personnel and equipment to prepare for the customs clearance of goods through the A Pa Chải border opening. Furthermore, investors, especially units with large remaining capital, must urgently complete procedures and documents to maximize the disbursement of public investment capital and national target programs for 2025 to ensure they meet the requirements.

Regarding these contents, the Chairman of the provincial People’s Committee emphasized that in public investment and investment preparation, it is necessary to speed up the progress and complete the maximum amount of disbursement and preparation of the public investment plan before January 31. He also required completing investment preparation before the Lunar New Year 2026. The Chairman requested departments and branches to calculate the total investment accurately and fully to avoid adjustments that cause time loss. He noted that technical standards must be carefully appraised to ensure efficiency and avoid errors, while the list of works between the province and central ministries, such as the military region and border guards, must be reviewed to avoid overlap when submitting to the Government.

For the provincial planning, departments and branches must actively work with the governing ministries to complete the collection of opinions and strive to sign the provincial planning adjustment in February. Regarding national target programs, the authorities should proactively review surplus capital and prepare a list of projects to be implemented immediately when capital is allocated to avoid idle funds. The Chairman also reminded the meeting to pay attention to the arrangement of the organizational apparatus and the thoughtful preparation for the election of deputies to the National Assembly and People’s Councils at all levels. Particularly at this time, branches are focusing on successfully organizing the inauguration ceremony of the Si Pa Phìn Multi-level Elementary and Junior High School, which is the first multi-level school in the country.

The delegates also contributed many opinions to complete various schemes and resolutions. These included the Scheme on Innovating the Organization and Operation of the Department of Finance and the Plan to establish the provincial Housing Fund. Other documents discussed were the Scheme to establish the provincial Border Gate Management Board and various draft resolutions regarding the development of science, technology, innovation, and digital transformation in Điện Biên province until 2030.

The meeting also considered human resource development for the 2026-2030 period with a vision to 2035, the development of infrastructure systems associated with modern urban development, and the development of education and training in Điện Biên province. The Chairman of the provincial People’s Committee requested specialized agencies to receive and synthesize the opinions to complete the draft reports, schemes, and resolutions discussed at the meeting.
