New policies were approved to extend social support to additional vulnerable groups within the province. The council also established regulations on asset procurement in state-funded scientific and technological initiatives, detailing guidelines for procuring equipment, goods, and services.
Additional resolutions focused on enhancing local governance, with revised provisions for recruiting and supporting agricultural extension officers and village-based extension collaborators. The council approved the long-term master plan for Điện Biên Phủ City, targeting urban development goals through 2045.
Amendments were made to the existing fee and charge structure, setting out new rates, exemptions, and collection processes under Resolution No. 21/2020/NQ-HĐND. Other resolutions introduced criteria for selecting investors for land-use projects and enacted policies to support ethnic minorities in the province.
Measures were set to calculate and standardise land rental rates, including fees for underground construction and water-covered land areas. Looking ahead, the council earmarked anticipated capital needs for the mid-term public investment period from 2026 to 2030 and approved an investment policy for a provincial fisheries seed production and experimental farm.
Personnel changes were also formalised. Phan Văn Thống, former Chief Inspector, retired from his position as a provincial People’s Council member. Vùi Văn Nguyện, the new Chief Inspector, and Lò Văn Cương, Director of the Department of Agriculture and Rural Development, were appointed as provincial People’s Council members for the 2021–2026 term. Additionally, Hà Cầm Hồng was relieved of his duties as deputy head of the Economic and Budget Committee due to a transfer.
In his closing address, Chairman Phương commended the council’s dedication to transparency, urgency, and responsibility towards voters.
“The resolutions passed today provide the legal foundation necessary for timely implementation at all administrative levels, supporting our economic, social, and security objectives,” he stated.
He urged the provincial People’s Committee and relevant departments to draft action plans to expedite the resolutions and encouraged People’s Council delegates to communicate the session outcomes to constituents, maintaining vigilant oversight to ensure effective policy enforcement.
