These days, along with the whole country watching the 14th National Party Congress, the emulation atmosphere in the province continues to spread with many practical activities. The highlight of the emulation movement is improving the quality of grassroots Party organizations; especially in the border area - an area with an important strategic position in politics, national defense, and security, while playing a key role in socio-economic development.

The Mường Pồn Commune Party Committee was established on July 1, 2025, under Decision No.6537-QD/TU of the Điện Biên provincial Party Committee on the basis of consolidating and merging the Mường Pồn commune Party Committee and the Mường Mươn commune Party Committee. The Party Committee currently has 38 affiliated branches and cells with a total of 620 party members. Immediately after its establishment, the work of consolidating the organization and improving the quality of grassroots Party organizations was deployed drastically and methodically.

In the fourth quarter of 2025 alone, the commune Party Building Board appraised and submitted to the Standing Board of the commune Party Committee to consider recognizing official party membership for 12 comrades; appraised files for admission consideration of 26 party members. The work of studying and following Hồ Chí Minh’s ideology, morality, and style; innovating and improving the quality of Party cell activities was carried out seriously. 38/38 branches and cells have deployed the use of the Electronic Party Member Handbook, contributing to modernizing party member management.

Đoàn Lan Phương, Head of the Party Building Board of Mường Pồn commune, affirmed: “Immediately after being established, the Board proactively advised and helped the Party Committee effectively implement tasks on Party building work, with special attention paid to improving the quality of Party cell activities, personnel work, and party member admission. These results have contributed significantly to building an increasingly strong commune Party Committee; creating motivation for the border area to develop sustainably in the new period.”

To meet the task requirements in the new period, the Núa Ngam commune Party Committee has gradually affirmed its determination to improve the quality of grassroots-level Party organizations. Currently, the commune Party Committee has 47 affiliated party organizations, including 45 cells and 2 party committees, with a total of 580 party members. Determining that grassroots-level Party organizations play the role of a core force in leading the implementation of socio-economic development tasks and ensuring border security, the Standing Board of the commune Party Committee has focused on leading and directing the synchronous implementation of many solutions to improve the quality of party organizations and the contingent of party members.

Party member development work is emphasized, with the admission of 15 elite masses to the Party and the recognition of 21 reserve party members as official party members. The commune Party Committee coordinated with the commune Police to implement the exchange of party member cards for 504/533 party members, reaching 94.55%. In addition, inspection, supervision, and disciplinary enforcement within the Party are strengthened, contributing to maintaining the Party’s discipline and order. In 2025, the Party Committee and the Inspection Board of the commune Party Committee organized many inspections and supervisions of party organizations and party members in accordance with the proposed program and plan.

Nông Quang Thắng, Secretary of the Núa Ngam commune Party Committee, emphasized that improving the quality of grassroots-level Party organizations in a border commune like Núa Ngam is of special importance, especially in the context of implementing the arrangement, streamlining the apparatus, and operating the two-level local government. This is the foundation for the commune Party Committee to lead the locality to develop stably and sustainably, maintaining national sovereignty and border security.

From July 1, 2025, to the present, implementing the arrangement of organization, apparatus, and building of the 2-level local government, the provincial Party Committee currently has 49 affiliated party committees; 362 grassroots party organizations; 1,900 cells directly under the party committee directly superior to the grassroots party organization; 22 divisional party committees, 102 cells directly under divisional party committees; 1,082 cells directly under grassroots party committees; with 50,370 party members.

To strengthen the leadership role and meet the task requirements in the new situation of grassroots-level Party organizations, the Điện Biên provincial Party Committee has focused on leading, directing the thorough understanding, and timely concretizing resolutions and directives of the Central Committee on consolidating and building grassroots party organizations and improving the quality of party members. Arranging and consolidating the party organization model is carried out synchronously with the 2-level local government model, especially in localities and units implementing consolidation and merger, thereby ensuring smooth and effective operation right from the grassroots, remote, and border areas.

Innovating and improving the quality of Party cell activities, the Standing Board of the provincial Party Committee issued Plan No.248-KH/TU to implement Directive No.50-CT/TW of the Secretariat, creating clear changes in the routine and content of Party cell activities, especially in border cells. The deployment of the Electronic Party Member Handbook was carried out simultaneously, with 100% of grassroots party organizations trained, contributing to modernizing party member management and improving discipline and order in Party activities.

The standardization of party organization and party member data and the exchange of party member cards on the National Database on Population platform were deployed drastically and synchronously. The whole province has received over 45,000 files for party member card exchange, updating citizen identity cards reaching over 95%. Party committees at all levels have strictly implemented regulations on admitting Party members, reviewing and removing party members who are no longer qualified from the Party, associated with improving the quality of assessment and classification of party members. Thanks to that, the situation of abandoning Party activities and asking to leave the Party has decreased significantly, contributing to building a clean and strong party organization, especially in the border area.

Practice affirms that improving the quality of grassroots-level Party organizations has created a solid foundation for border localities in the province to promote the Party’s comprehensive leadership role. Grassroots-level Party organizations have affirmed their validity and effectiveness in management and administration, thereby consolidating trust among the people. That is a clear proof of the correct guidelines and high political determination of Party committees at all levels in building a strong political system in the Fatherland’s frontier.
