One of the central contents discussed in depth at the Congress was the country’s development goals in the medium and long term. The 14th National Party Congress clearly defined the determination to implement 3 strategic breakthroughs to bring Vietnam to develop rapidly, sustainably, and break through strongly, aiming for the goal of becoming an upper-middle-income country by 2030, with GDP scale belonging to the top 30 economies in the world, creating a solid foundation to become a developed, high-income nation by 2045. This is a great aspiration and also a strong political commitment of the Party to the People.
Deputy Prime Minister Nguyễn Chí Dũng emphasized that to realize the three strategic breakthroughs set out by the 14th National Party Congress, the Government Party Committee identified three groups of key, fundamental, and long-term solutions. First is the breakthrough in institutions, with the requirement that institutions must go ahead, lead development, remove bottlenecks and barriers, clear and liberate all resources; resolutely abandon the thinking of “if it can’t be managed, ban it”, shift strongly from pre-check to post-check, from management to creating development.
Along with that, developing high-quality human resources is identified as a decisive breakthrough, focusing on training, attracting, and employing talented people, building a contingent of cadres with enough heart, enough vision, innovative thinking, and modern governance capacity, while resolutely replacing cadres who avoid and fear responsibility. The third breakthrough is the synchronous development of socio-economic infrastructure, focusing on strategic transport infrastructure, technology infrastructure, and modern energy, creating a foundation for rapid, sustainable growth and realizing the goal of Vietnam becoming a developed, high-income country by 2045.
Throughout the discussions at the Congress, science - technology, innovation, and digital transformation were identified as the central driving force of the new growth model. Politburo member, Chairman of the Central Theoretical Council, Director of the Hồ Chí Minh National Academy of Politics Nguyễn Xuân Thắng affirmed that to have comprehensive national strength, especially economic strength, Vietnam must establish and successfully operate a new growth model, in which science - technology, innovation, and digital transformation play a key role.
In the context of the world undergoing profound transformations such as digital transformation, green transformation, and energy transition, the requirement for Vietnam is that it cannot continue to grow mainly based on traditional input factors or low-level comparative advantages. Even traditional driving forces must be “renewed” by science - technology and innovation, associated with the development of the digital economy, green economy, circular economy, and at the same time step by step participate deeper in high-tech fields such as the semiconductor industry, artificial intelligence, and cloud computing. This is the path for Vietnam to achieve rapid, sustainable growth and improve its position in the global value chain.
Another major content emphasized in the documents and discussions at the Congress is the requirement to remove bottlenecks, clear and effectively use all resources for the country’s development. The report of the Central Committee presented by Party General Secretary Tô Lâm summarized profound practical lessons, emphasizing the requirement to closely follow reality, correctly forecast the situation, have proactive, flexible, and timely policy responses; lead and direct drastically, with focus and key points; clear assignment, decentralization, and delegation of power associated with strict inspection and supervision; constantly improve institutional quality to clear resources for development.
From the perspective of financial - budget management, Minister of Finance Nguyễn Văn Thắng said that the Documents of the 14th National Party Congress continue to affirm that building and perfecting the law is a “breakthrough of breakthroughs”, must be one step ahead to pave the way for the country’s development in the new era. Although many positive results have been achieved, in reality, there are still bottlenecks that need to be further removed, from financial - budget laws not keeping up with the requirements of the scientific - technological revolution, uneven policy enforcement capacity, to the capital market not fully promoting its role as the main medium and long-term capital mobilization channel for the economy. The 2026 - 2030 period is identified as a period of acceleration and breakthrough, so the requirement to perfect synchronous, modern, and effective economic institutions becomes even more urgent.
Parallel to economic development is the resolute and persistent task of preventing and combating corruption, wastefulness, and negativity - one of the contents of special interest to the Congress. Deputy Head of the Central Internal Affairs Commission Đặng Văn Dũng emphasized that corruption and wastefulness not only cause serious economic damage but also reduce the People’s trust, threatening the survival of the Party and the regime. Therefore, the requirement is to shift strongly from handling to prevention, from “following” to “leading,” from traditional management to modern governance based on technology and data, while strictly and promptly handling violations to create deterrence, warning, and consolidate discipline.
From those strategic guiding viewpoints, the key requirement is to build a leadership team with enough capacity and mettle to realize the goals, bringing the decisions of the Congress into life effectively and sustainably. In which, personnel work in this term is especially valued, prepared elaborately, strictly, democratically, and in accordance with regulations, ensuring the selection of comrades truly typical in political quality, morality, intellect, and practical capacity. This is not only an immediate requirement of the new term but also a long-term decisive factor for political stability, sustainable development, and realizing the aspiration to build Vietnam into a developed, high-income country by 2045.
Previously, at the press conference on the 14th National Party Congress, Standing Member of the Secretariat Trần Cẩm Tú said that the preparation of personnel for the 14th Party Central Committee was deployed synchronously, scientifically, strictly, ensuring compliance with Party regulations, the principle of democratic centralism, and State laws. The process was carried out democratically, objectively, transparently, placing the interests of the Party, the country, and the People above all; at the same time ensuring harmony between standards and structure, between inheritance, stability and innovation, development, aiming to build a collective leadership with firm political mettle and capacity to meet the requirements of the new stage. An important highlight in this personnel work is prioritizing quality, taking the quality and efficiency of practical work products and the level of contribution as the measure to evaluate cadres. Thereby, contributing to selecting cadres truly typical in intellect, morality, mettle, and sense of responsibility.
At the Congress, democratic discussions were conducted, high consensus was reached, and the number of members of the 14th Party Central Committee was voted to be 200 comrades, including 180 official members and 20 alternate members. On that basis, the Congress fully and seriously implemented the steps of the election process in accordance with the Party Charter and current regulations, from writing ballots, casting ballots to counting votes, announcing results, and approving the list of comrades elected to the 14th Party Central Committee. The election results demonstrate high unity of will and trust of the Congress in the new Central Committee - a collective leadership expected to promote the highest spirit of solidarity, political mettle, intellect, and responsibility, leading the entire Party, entire people, and entire army to successfully implement the Resolution of the 14th National Party Congress.
