At the voter contact meeting before the 21st session, 15th tenure provincial People’s Council, voters of Mường Phăng commune reflected the situation where some villages in the area are using temporary bamboo and wooden poles to pull daily life electricity for groups of households far from the center. The use of temporary pole systems and pulled wires that do not ensure technical standards poses many potential safety risks, especially during the rainy and stormy season, directly affecting the daily life of the people. From that reality, voters recommended the provincial Power Company to pay attention to directing and soon having solutions to overcome this to ensure safety for the People in the process of using electricity.
Receiving opinions from voters of Mường Phăng commune, the Standing Board of the provincial People’s Council summarized and transferred the content of recommendations to functional agencies according to the correct process. In late September 2025, the Power Company arranged forces to review, build, and deploy plans to resolve legitimate recommendations of voters. Accordingly, for 34 village points using temporary bamboo and wooden poles, the Company assigned the Điện Biên Phủ area Power Management Team to coordinate with households to organize power cuts, re-tension unsafe wire spans and poles; at the same time, guide people to implement safe electricity use measures, limiting the risk of incidents.
Particularly for the residential cluster of Co Mận village (26 households) having a need to upgrade the power grid from single-phase to three-phase to serve daily life and production, the Company committed to soon conducting a review, building a plan, and proposing the Northern Power Corporation to arrange investment capital, renovate, and upgrade the line route to meet the increasing electricity demand of the People.
Determining voter contact as one of the regular and important tasks to grasp the thoughts and legitimate aspirations of voters and the people, from the beginning of the 2021 - 2026 tenure until now, People’s Council deputy groups and People’s Council deputies have always attached importance to voter contact work. The voter contact program is arranged reasonably, rotating areas so that voters and the People have conditions to attend. Voter contact is conducted before and after 2 annual regular sessions, ensuring compliance with regulations, while innovating and improving quality.
Voter contact meetings always attract the attention and attendance of voters and the awareness of accountability and receptiveness of functional agencies and local administration; clearly demonstrating the relationship between deputies and voters. The role, responsibility, and skills of deputies in contacts are improved in the direction of going into specific issues, close to the session content and the socio-economic situation of the locality. Not only recording opinions and recommendations of voters, many deputies directly inform, exchange back, and clarify recommendations that have been resolved by functional agencies, thereby contributing to limiting voters from making recommendations multiple times.
Exchanging about the work of receiving and resolving voter recommendations, Hà Quốc Thịnh, Party Committee Secretary, Chairman of the Mường Pồn commune People’s Council said that listening, absorbing, and promptly transmitting voters’ opinions to competent agencies is an important, regular task of elected deputies. Every recommendation of the people needs to be considered seriously, thoroughly, and resolved completely. From specific, practical recommendations at the grassroots level, people’s livelihood issues are step by step removed, contributing to stabilizing life and creating motivation for socio-economic development in the locality.
In 2025, provincial People’s Council deputies organized voter contacts at 17 points, with over 2,800 voters attending. Thereby, summarized 542 turns of opinions and recommendations of voters, of which 45 recommendations belonged to the provincial level settlement competence. The Standing Board of the provincial People’s Council transferred 25 recommendations to the provincial People’s Committee for consideration and settlement according to regulations. In addition, the Standing Board of the provincial People’s Council also organized reception of 26 turns of citizens, received 50 petitions, and transferred eligible petitions to competent agencies for consideration and settlement according to regulations.
Reality shows that when voter contact activities are organized seriously and effectively, the voice of the People will be fully heard and timely transmitted to competent agencies. Bringing into play the bridge role of elected deputies is an important foundation to strengthen the people’s trust, contributing to building an increasingly clean and strong local administration.
