The “Electronic Party Member Handbook” application is deployed widely for official and probationary Party members (excluding those exempt from work and political activities), along with Party committees at all levels and Party cells across the Party. The core purpose of the application is to support Party members in political activities and study, providing timely official documents and materials from the Party and the State. The application also acts as a two-way information channel between Party committees and Party members, enhancing the effectiveness and efficiency of leadership work in a modern and professional direction.
The Electronic Party Member Handbook is a rich digital repository with main features that optimize Party work. The application provides summarized information about Party members and supports the preparation for Party cell meetings, from inviting attendance, sending documents, to tracking participation statistics. Party members can easily look up resolutions, directives, and regulations of the Party, and participate in in-depth study sessions on resolutions.
To promptly deploy, manage, and uniformly use the “Electronic Party Member Handbook” application across the entire provincial Party Committee, on October 1, 2025, the provincial Party Committee issued Plan No.251-KH/TU, requesting Party committees and Party organizations at all levels to organize the thorough comprehension and serious, effective deployment of the application, emphasizing responsibility in the implementation; Party members are required to skillfully use the electronic handbook, applying it to study resolutions, conduct political activities, and work. They must strictly comply with Regulation No.339-QĐ/TW dated July 10, 2025, of the Secretariat on the use of the “Electronic Party Member Handbook” application and the Party’s and State’s regulations on security and information safety.
The provincial Party Committee’s Organization Commission coordinates with the provincial Party Committee Office and relevant agencies to organize training on the use of the “Electronic Party Member Handbook” application for cadres and civil servants working on Party building at Party organizations directly under the provincial Party Committee. It presides over guiding Party committee members on the professional operations of Party organizations and Party members implemented on the “Electronic Party Member Handbook” application according to regulations. It manages administration accounts on the agency’s and unit’s system during the application deployment process. The provincial Party Committee Office coordinates with the provincial Party Committee Organization Commission and Viettel Group (Điện Biên branch) to organize guidance and support for agencies and organizations in updating and using the “Electronic Party Member Handbook” application, and resolving difficulties... The provincial Party Committee’s Commission for Information, Education, and Mass Mobilization coordinates with relevant agencies to direct, orient, and guide communication work on the use of the “Electronic Party Member Handbook” application.
Quàng Văn Chung, Head of the Party Building Board under the Si Pa Phìn commune Party Committee, informed: The commune Party Committee currently has 31 affiliated Party committees and Party cells, with 488 Party members. When deploying the installation of the “Electronic Party Member Handbook” application, the commune faced difficulties such as: Party members working far away, lack of installation devices, and unstable telecommunications networks in some areas. Currently, 60.6% of Party members have installed the application. The commune strives to reach 100% by December 31, 2025.
Party committees and Party cell secretaries are responsible for approving, creating new registration accounts, and guiding Party members to use the “Electronic Party Member Handbook” correctly, ensuring Party members use the application to study, research materials on the system, and serve their participation in Party activities. They must periodically report on the deployment situation and promptly report difficulties and problems to higher-level Party committees. Party members are responsible for registering, managing the assigned account, accurately updating their summarized information on the application, and using the application for the correct purpose and according to regulations.
To promote the use of the “Electronic Party Member Handbook” application, Party committees directly under the provincial Party Committee continue to direct affiliated Party committees and Party cells to urge, monitor, and inspect the installation and use of the application by Party members, and ensure the application is used for the correct purpose and requirements; they are responsible for strictly managing the provided personal accounts according to regulations; and directing affiliated Party committees to support elderly Party members and those who do not use smartphones. From there, the “Electronic Party Member Handbook” truly becomes a companion in study and work, contributing to building a clean and strong Party in the new era.
