In early November, Mường Phăng commune officially put the security camera surveillance system into operation. The system comprises 32 cameras running 24/7 at 27 key locations, including intersections and areas with potential risks to public security and order. The camera monitoring program has also been installed on dedicated smartphones for commune police officers, enabling real-time monitoring, traceability, and effective support for crime prevention and law enforcement.
To implement the model, Mường Phăng commune Police proactively advised the commune Party Committee and People’s Committee on reviewing locations suitable for camera installation. At the same time, the unit received initial funding and equipment support from the provincial police to turn the plan into reality. Major Đặng Ngọc Cương, Deputy Chief of Mường Phăng commune Police, said: “The goal of the system is to help authorities proactively prevent violations, detect unlawful acts early, and promptly handle environmental incidents and traffic accidents. The model also promotes the people’s sense of ownership, strengthens the effectiveness of State management, and advances the all-people movement to protect national security.”
Although the system has been in operation for only a short time, security cameras in Mường Phăng have already demonstrated clear effectiveness, enabling the locality to “see clearly, grasp situations quickly, and address risks early”. Recently, camera data have helped authorities verify and clarify two cases disrupting social order and proactively detect acts violating security and public order.
Nguyễn Trung Phiếu, Head of Trung Tâm village (Mường Phăng commune), shared: “Three cameras were installed in Trung Tâm village. After just over a month of operation, the system helped promptly detect a minor scuffle. The incident was immediately reported to the commune police for footage extraction and handling”. More importantly, the presence of cameras has created a strong deterrent effect against potential offenders. “Since the cameras were installed, petty theft in the village has dropped sharply, with only one case recorded. Youth street racing has also disappeared, helping residents feel more at ease”, Phiếu noted.
The initial success of the security camera model in Mường Phăng stems not only from modern technology but also from effective public outreach and strong public consensus. A key task in implementing the model was extensive communication to help residents fully understand the significance and tangible benefits of the system. As a result, people across the commune, especially in areas where cameras are installed, have shown strong support and agreement.
Lò Thị Chanh, a resident of Phăng 2 village, said: “We strongly support the installation of cameras because they protect our family and community property and help maintain public order. When an incident occurs, retrieving camera footage helps clarify the situation quickly and gives villagers a greater sense of security. That’s why I feel personally responsible for helping protect the cameras.”
In addition to the public system, the model also aims to encourage households that have installed private cameras (facing alleys and roads) to integrate them into the shared network and provide information supporting local security and order. Major Đặng Ngọc Cương affirmed: “Data from the camera system will be used to inspect, verify, and resolve cases. Implementing this model will create a broad surveillance network to report crime, ensure security and public order, and preserve peace in local villages.”
The successful deployment of the security camera model in Mường Phăng has established a strong link between the police force and the public. This serves as an important foundation for the locality to strive for the standard of being “secure in terms of security and public order,” thereby supporting sustainable socio-economic development.
