Social security - Driving force for sustainable development

ĐBP - Alongside socio-economic development, Điện Biên province has consistently prioritized the implementation of comprehensive and effective social security policies in recent years, particularly for poor households, near-poor households, ethnic minorities, and communities in remote, isolated, and border areas.

With the determined involvement of the entire political system, numerous support programs and projects have been timely deployed, contributing to sustainable poverty reduction, ensuring equity, social stability, and laying a solid foundation for local development.

Recognizing social security as a core mission in the socio-economic development strategy, Điện Biên has directed the thorough implementation of Party resolutions and State policies, transforming them into locally appropriate programs and plans, while mobilizing and allocating resources to the right beneficiaries.

Through synchronized practical solutions, ranging from livelihood support and production development to improving education and healthcare, the province has gradually enhanced the material and spiritual lives of its people. From 2021 to 2024, Điện Biên carried out 183 livelihood diversification and poverty-reduction projects; 120 projects supporting production and nutrition improvement; 15 projects on vocational education and sustainable employment; as well as communication and poverty-reduction information campaigns. Thousands of new or renovated houses were also provided to poor and near-poor households.

The provincial Branch of the Vietnam Bank for Social Policies has actively delivered preferential credit programs to poor, near-poor, newly escaped-poverty households, and ethnic minorities, enabling family economic development and sustainable poverty alleviation. Between 2021-2024, loan disbursements totaled more than VND 5,000 billion, benefiting over 85,000 households, including about 26,000 poor households, 10,000 near-poor households, and 5,000 newly escaped-poverty households.

Cháng A Dung, from Phìn Hồ village, Si Pa Phìn commune, shared: “Seeing the high efficiency of livestock farming, I used a loan from the Social Policy Bank to build sturdy barns and adopt concentrated farming. Each cycle I raise over 100 black-bone chickens and more than 10 commercial pigs, earning over VND 40 million per year.”

Điện Biên has ensured that 100% of workers from poor, near-poor, and newly escaped-poverty households who seek employment receive career counseling, labor market information, and job placement support. On average, the province provides vocational training for 8,000-8,300 workers annually and creates about 8,700 jobs. Many trainees have since started businesses, expanded production, or secured stable employment within and beyond the province, thereby increasing incomes, achieving sustainable poverty reduction, and gradually forming a skilled workforce to meet socio-economic development needs.

In education and vocational training, in 2024 alone Điện Biên supported 346,119 students, teachers, and trainees with policies such as tuition exemption/reduction, learning cost support, preschool development, scholarships and support for students with disabilities, and aid for students of very small ethnic groups. These policies have lessened financial burdens on families, enabled children to attend school consistently, and served as a crucial driver to improve education quality and develop human resources for sustainable poverty reduction and socio-economic growth.

Lường Vũ Ngọc Duyên, Principal of Si Pa Phìn Kindergarten, said: “The lunch support policy for children aged 3-5 has been a great encouragement to parents, especially in difficult areas. Thanks to this policy, many families feel reassured to send their children to school, where they are guaranteed proper nutrition and better health, leading to improved attendance. This is also an important condition for schools to enhance the quality of nurturing, care, and education.”

In healthcare, in 2024 the province supported the purchase of health insurance cards for 542,370 people, ensuring access to medical services and reducing treatment costs, particularly for poor households, near-poor households, and ethnic minorities in remote areas. As a result, Điện Biên has maintained a high health insurance coverage rate, allowing timely access to healthcare and improving quality of life. Across the province, 98,533 people received social protection benefits, demonstrating the Party and State’s practical care for the people.

It can be affirmed that the effective implementation of social security policies has created a firm foundation and become an important driving force for Điện Biên’s development. These policies not only improve people’s material and spiritual well-being but also help narrow the development gap between regions, strengthen national solidarity, and maintain political and social stability.
