ĐBP - In the 2020 - 2025 period, despite facing many difficulties regarding human resources and financial resources, the education and training sector of Điện Biên province has consistently maintained a spirit of innovation, creativity, and persistent effort to overcome challenges and complete key objectives.

The proactiveness in advising, organizing implementation, along with the high determination of the teaching staff, has helped the entire sector continuously break through, becoming a bright spot in the overall development picture of the province.

Innovating to rise up

The 2018 General Education Program was deployed from the 2020 - 2021 school year, designed to be open, student-centered, and shifting the educational goal from focusing on knowledge transmission to forming and developing students’ competencies and qualities, which has played an important role in reforming teaching and learning methods. Models such as the “Happy School” and “Green - Safe - Friendly School” have been embraced by many localities, units, and schools.

With efforts to innovate teaching and learning, Hà Nội - Điện Biên Phủ Primary School is one of the bright spots in the provincial education and training work.

At Hà Nội - Điện Biên Phủ Primary School, the implementation of the 2018 General Education Program is concretized through many practical activities. The school focuses on building a positive learning environment, creating conditions for students to experience, explore, and practice skills through each subject. Teachers are regularly trained, proactively innovating teaching methods, strengthening the application of information technology, and organizing flexible classrooms to inspire enthusiasm and develop the potential of each student.

Lê Thị Nga, Principal of Hà Nội - Điện Biên Phủ Primary School, said: The school always values creating a friendly learning environment. Teachers use electronic lesson plans, and classes are designed vividly to maximize students’ creativity and critical thinking abilities; professional activities are promoted in the direction of lesson study, helping teachers share and enhance pedagogical capacity.

In the general education block, Lê Quý Đôn Gifted High School is the leading flag in teaching and learning innovation. The school focuses on fostering gifted students with a roadmap suitable for each subject and competency group; building an open learning material bank, supporting students in self-study and expanding knowledge. Academic clubs, experiential activities, and professional exchange forums are organized regularly, creating an environment for students to demonstrate their abilities, nurture their passion, and practice scientific thinking.

The school’s teachers also emphasize the role of accompanying, guiding, and encouraging students to self-study and self-discover knowledge; combining classroom teaching with online learning to increase the effectiveness of knowledge access. Thanks to this, the results of the National Excellent Student Contest, Science and Technology Contest, and National High School Graduation Examination have remained high for many consecutive years. In the past 5 school years alone, the teachers and students have won nearly 3,000 provincial-level excellent student awards. At the national level, the school marked its presence with 83 awards, including 1 First prize, 9 Second prizes, 27 Third prizes, and 46 Consolation prizes. Notably, in the 2024-2025 school year, a student won the First prize in Biology for the first time, and all 10/10 subjects entered in the contest won prizes.

Lê Thị Biên, Vice Principal of Lê Quý Đôn Gifted High School, shared: Besides the task of improving academic performance, the school also promotes life skills education and values education through extracurricular activities, volunteering, and creative experiences. These activities help students complete their character, learn to care for the community, and clearly define their goals for the future.

Along with the outstanding results of the educational institutions, the education and training sector annually advises on, promulgates, and synchronously deploys education development plans for each education level; strengthening digital transformation in management, administration, electronic records, and electronic learning transcripts. The review and arrangement of the school network are implemented according to a roadmap, ensuring suitability with the practical conditions of each locality, and facilitating students’ access to school.

The training of teachers and management officials continues to be emphasized. In addition to training courses on the new education program, the sector coordinates with many universities and research institutes to organize workshops and specialized topics to enhance teachers’ professional capacity. Emulation movements and excellent teacher contests are regularly implemented, contributing to arousing the sense of responsibility, professional love, and self-study among the teaching staff. To date, out of over 12,000 teachers across the sector, the percentage meeting and exceeding the standard level is over 93.9% at the primary level, 97.6% at the secondary level, and 100% at the high school level.

Investing in school and classroom facilities

Despite many difficulties regarding facilities and teaching equipment, the provincial education and training sector has mobilized the involvement of the entire political system, utilizing and maximizing socialized resources, gradually building schools that meet national standards, enhancing the quality of comprehensive education, and meeting the demand for high-quality human resources for the province.

Accompanying highland education, many organizations and individuals have come to Điện Biên to present valuable gifts, contributing to improving the quality of education and training. In the past 5 years, many households have voluntarily dedicated their land to expand school premises, creating favorable conditions for building facilities for teaching and learning. At the same time, the education sector and localities have effectively mobilized socialized resources to invest in education infrastructure. Many construction projects have been put into use at hundreds of schools and school sites across the province. The system of classrooms, semi-boarding rooms, public duty rooms for teachers, kitchens, dining halls, and sanitary areas... have been newly built and upgraded synchronously, contributing to improving teaching conditions, especially in deep and remote areas.

For example, at Huổi Lèng Ethnic Semi-Boarding Primary School (Na Sang commune), at the end of 2022, the school was sponsored more than VND 2 billion by the Quảng Ninh provincial Bank for Agriculture and Rural Development to build the Nậm Chua school site, including 2 classrooms with a total area of over 80m². After more than 4 months of construction, the project was completed in early March 2023, meeting the learning needs of students and gradually improving the quality of education in disadvantaged areas.

Notably, recently, with special attention from the Party and the State, Điện Biên simultaneously commenced construction on 6 inter-level ethnic boarding schools (primary and secondary schools) in border communes. Before that, the Si Pa Phìn Inter-level Primary and Secondary School project was also implemented, witnessed and congratulated by Party General Secretary Tô Lâm and leaders of the Party, State, and representatives of Central ministries and sectors.

The simultaneous commencement of construction of school projects in the border area demonstrates the great determination of the Party, the State, and the local government in developing education in particularly difficult areas. This is a strategic step, creating a stable and modern learning environment for students in the border region and contributing significantly to improving the quality of human resources in the Northwest provincial region.

It can be said that with the attention of all levels and sectors, the quality of education and training in the province has positively changed. The school network has developed in a synchronous direction, suitable to practical conditions and ensuring a reasonable scale in each period. The objectives according to Resolution of the 14th provincial Party Congress on basic education have been completed. Currently, Điện Biên has been recognized as having achieved literacy standard level 2, universal primary and lower secondary education level 3. The rate of schools meeting national standards and schools undergoing quality accreditation has rapidly increased year by year, exceeding the targets assigned for both preschool and general education... Thereby, creating a solid premise for the Education and Training sector to continue innovating, aiming to build a modern education system.
