In the past year, sectors, units, enterprises, and production facilities have implemented many solutions to bring OSH from guidelines and policies into practice, contributing to protecting workers and aiming for the stable development of enterprises and production facilities.
In recent years, along with the drastic involvement of state management agencies, OSH work at Nà Lơi Hydropower Plant, Branch of Cần Đơn Hydropower Joint Stock Company (Điện Biên province) has seen many positive changes. The unit has proactively arranged staff in charge of OSH, increased investment in labor protection equipment, inspected and supervised safety in plant operation, and organized periodic training for workers. Thereby raising the awareness and responsibility of officers, workers, and employees during the production and operation process, contributing to preventing labor accidents.
Dương Văn Đông, member of the Board of Directors, Deputy Director, Chairman of the Factory Trade Union, said: For the unit, organizing training classes and guiding the safe operation of machinery and equipment is always focused on, with close coordination with the provincial Confederation of Labor. Through training sessions, information dissemination, and dialogue at the workplace, workers are fully equipped with knowledge and skills to master safe working processes, timely identify and prevent safety risks during plant operation, thereby minimizing labor accident risks.
In 2025, enterprises and production facilities throughout the province coordinated to organize over 10 training classes, equipping knowledge and skills on ensuring OSH for more than 5,600 worker turns. Nguyễn Hữu Sơn, Deputy Director, Chairman of the Trade Union of the Điện Biên Cement Joint Stock Company, said: After information dissemination and training sessions, workers have become more conscious of complying with safety regulations, using full personal protective equipment, and proactively detecting and reflecting safety risks to business owners and production facilities.
Besides the enterprise sector, agricultural and freelance workers remain the most vulnerable group regarding labor accident risks. Lack of safety knowledge and skills, along with manual and fragmented labor conditions, makes accident risks always latent. Therefore, OSH is a mandatory legal requirement and, at the same time, a benefit attached to the life, health, and livelihood of every worker. Reality also shows that in enterprises performing OSH work well, the number of labor accidents decreases markedly, the working environment is safer, and labor spirit and productivity are improved. Workers feel assured in production, enterprises stabilize operations, reducing costs due to accidents and production interruptions. OSH therefore both contributes to protecting workers and improving production and business efficiency.
In the work of ensuring occupational safety and hygiene, the long-term goal is to minimize accidents and build a “safety culture” in every enterprise, every production facility, and the labor community. Therefore, in the role of a State management agency, the Department of Home Affairs has coordinated closely with the provincial Confederation of Labor and functional sectors in propagating and disseminating laws on OSH while caring for and protecting the legal and legitimate rights and interests of workers. Along with that, the Fatherland Front Committee, Farmers’ Association, Cooperative Alliance, and other mass organizations have actively gotten involved, promoting information dissemination work, mobilizing members to raise awareness of complying with OSH regulations; and coordinating to supervise implementation at the grassroots level, where many labor safety risks still exist, especially in the agricultural sector.
Levels and sectors also implement integrating OSH content into information dissemination, vocational training, and poverty reduction programs. Although there are still many difficulties, step-by-step forming safe working habits in the rural labor community is the right direction and needs to be persistently implemented. Trade unions and socio-political organizations also promote the role of a bridge between workers and enterprises, participating in supervising OSH implementation at the grassroots level. Many opinions and recommendations of workers regarding working conditions and protective equipment have been received and resolved in a timely manner. The participation of the trade union contributes to ensuring the legal and legitimate interests of workers, while promoting enterprises to perform social responsibilities better. On the other hand, many units also proactively organize periodic health check-ups and occupational disease examinations for workers. For occupations with high-risk factors, this is a key factor to protect workers’ health and minimize damage for both workers and the unit.
Lê Mậu Quyên, Deputy Head of the Labor - Employment - People with Meritorious Services Division under the Department of Home Affairs, said: “Besides prevention, the policy on insurance for labor accidents and occupational diseases is an important “social security net” when risks occur. Effective management and use of insurance funding sources help provide timely support for workers who unfortunately suffer accidents, while creating resources to strengthen OSH information dissemination, training, and inspection. For workers, this is a practical assurance, helping them feel more assured when participating in the labor market.”
In Điện Biên, although there are still many difficulties, positive changes in OSH work recently show the right direction. With the companionship of the State, enterprises, and workers, occupational safety and hygiene will continue to be a solid foundation for the province’s socio-economic development.
