Diversifying communication channels for social insurance and health insurance

ĐBP - Flexible and diverse communication forms have helped the Tủa Chùa Social Insurance expand access to both formal and informal workers. From here, creating positive changes in the awareness of people and workers, step-by-step bringing social insurance and health insurance policies into life.

November is considered the “golden time” for dissemination because this is when villages and hamlets organize the Great National Unity Festival, an occasion where people gather in the largest numbers. Seizing this opportunity, the Tủa Chùa Social Insurance coordinated with the party committees and authorities of communes to deploy many direct dissemination sessions, integrated with local programs.

At Séo Phình village, Sính Phình commune, the dissemination session took place right after the traditional ceremony part. People gathered at the village cultural house, attentively listening to social insurance officials analyze each benefit when participating in voluntary Social Insurance: Number of payment years, benefit levels, support levels from the State, and pension benefits in old age. Relatable examples and simple but practical stories were presented for people to easily visualize.

Thào A Chù, Séo Phình village, shared: “Before now, I didn’t know about participating in voluntary social insurance to receive a pension later. Now that the official explained it in an easy-to-understand way, understanding the benefits of participating in Social Insurance, I researched and registered immediately”.

Not only in Séo Phình, in villages and hamlets such as Phô village, Tà Pao village, Pô Ca Dao village… Social insurance officials together with village heads went to each group of households to answer lingering questions. With persistence and dedication along with flexible deployment according to the actual conditions of each village, in November alone, the Tủa Chùa Social Insurance achieved positive results with 53 people participating in voluntary social insurance and 4 people participating in household health insurance.

According to Vũ Thị Nguyệt Minh, Director of the Tủa Chùa Social Insurance, for highland communes with many difficulties, these are numbers carrying much significance, reflecting a clear change in people’s awareness and affirming the effectiveness of the communication method “close to people - sticking to people - targeting each participant group.”

A highlight in the communication work of the Tủa Chùa Social Insurance is the flexible application of communication forms suitable to the characteristics of each region, customs, cultural traditions, and psychology of each population group. With clear classification, each group has a specific communication form, frequency, and focal point to raise awareness, mobilize participation, answer questions, and turn policies into essential needs of the people.

For example, to reach informal workers (farmers, small traders, freelancers), the Tủa Chùa Social Insurance organizes mobile consulting at markets and gathering points; broadcasts short messages on loudspeakers; distributes leaflets and organizes small groups to explain voluntary social insurance and household health insurance benefits.

With the above flexible method, in 2025, the Tủa Chùa Social Insurance coordinated with the People’s Committees of communes and collection service organizations to organize 81 conferences; 139 small groups, disseminating voluntary social insurance policies to each village with 4,785 attendees. Easy-to-understand illustrated leaflets along with real-life stories were conveyed closely by officials, helping people proactively exchange and better grasp social insurance policies. As a result, in 2025, the Tủa Chùa Social Insurance mobilized 738 people to participate in voluntary social insurance.

“The unit also coordinates with mass organizations such as the women’s union, farmers’ union... in conferences to deploy tasks and union work programs, maximizing the spread of digital platforms on the unit’s page, Zalo OA, and personal pages of officials to diversify forms of conveying and disseminating policies and laws on social insurance and health insurance. This is also an effective communication way contributing positively to bringing social insurance and health insurance policies into life,” Vũ Thị Nguyệt Minh added.

Statistics from the Tủa Chùa Social Insurance show that up to now, in the area of 5 assigned communes including: Tủa Chùa, Sín Chải, Sáng Nhè, Tủa Thàng, Sính Phình, there are 3,022 people participating in compulsory social insurance, reaching 103.3% compared to the assigned plan; 73,700 people participating in health insurance reaching 100.2% of the assigned plan; participating in voluntary social insurance has 1,255 people, an increase of 87 people compared to the same period last year. This result shows that when communicating through the right channel to the right audience, it will contribute to promoting both the quantity and quality of insurance participant management.

With the specific characteristics of the 5 assigned communes having complex terrain, difficult transportation, and ethnic minorities accounting for nearly 95%, Tủa Chùa Social Insurance continues to promote deep and wide dissemination work suitable to the characteristics of mountainous areas and ethnic minority areas. Diversifying and being flexible in communication forms along with the determination and efforts of each official is an important foundation for the Tủa Chùa Social Insurance to achieve the goal of expanding social insurance and health insurance coverage, while building people’s trust in social security services.
