Điện Biên transport sector prioritizes listing information to serve reporting of violations

ĐBP - Aiming to enhance the responsibility of enterprises and ensure the rights of passengers in transport business activities, the Điện Biên provincial Department of Construction has requested transport business units to supplement and list the hotline of the Traffic Police force to receive feedback from the people.

This is considered a necessary adjustment step, contributing to improving management efficiency while promoting a safe and transparent transport environment.

On November 15, 2024, the Ministry of Transport (now the Ministry of Construction) issued Circular No.36/2024/TT-BGTVT stipulating the organization and management of transport activities by car and the operation of bus stations, parking lots, rest stops, and stopping points on roads; prescribing the order and procedures for putting bus stations and rest stops into operation.

Accordingly: Above the front glass of the vehicle, the name of the departure bus station and the destination bus station must be listed; on the outside of both sides of the vehicle body or both sides of the vehicle doors, the name and phone number of the transport business unit and the ticket price (freight rate) declared according to the form must be written. Inside the vehicle, the vehicle registration number, ticket price, running journey, services serving passengers, tax-free luggage weight, and the hotline number of the functional agency must be listed for passengers to easily look up.

Specifically for fixed-route passenger buses, the business unit must list the quantity, quality, and arrangement of seats or sleeper beds according to the design. At the same time, number the seats from left to right and from front to back, ensuring transparency and convenience for passengers during the use of the service.

This regulation is assessed as suitable for the reality of managing transport activities, while creating an important foundation to standardize information on vehicles, serving the supervision of functional agencies and people.

On November 24, 2025, the Department of Construction of Điện Biên province issued Document No.4469 requesting units trading in passenger transport by car to carry out the supplementary listing of the hotline number, serving the reception of reflections on violations in transport business activities. Accordingly, in addition to the mandatory contents already listed on the vehicle according to regulations, units must list the hotline number of the provincial Police Department (0899.27.27.27) so that passengers can report acts violating order, traffic safety, or violations regarding business and conditions for passenger transport business.

Information must be listed in the passenger compartment, at an easily observable position; specifically for sleeper buses with curtains, it is required to paste at each bed. Units must complete the listing before November 30, 2025. For the Bus Station Management Board, it is required to list the hotline number in the waiting room area, ticket counters, pick-up and drop-off positions, and other passenger gathering points at all bus stations in the province. The listing form is implemented on existing information boards; at the same time, encouraging the application of electronic means, integrated into display screens to ensure the provision of widespread, convenient, and accessible information to all passengers.

The requirement to supplement the listing of the hotline number helps strengthen the two-way information reception channel between the management agency and the people.

Hoàng Thuyết, a passenger car owner in Điện Biên Phủ ward, said: “I have proactively implemented it because this is a general regulation of the transport industry. Publicly pasting the hotline number helps functional forces quickly grasp information, handle situations arising in a timely manner, and creates conditions for enterprises to prove transparency in operations.”

Frequently using fixed-route passenger buses Điện Biên - Hà Nội, Nguyễn Thu Hoài, Mường Thanh ward, stated: “The information listed on the vehicle, especially the hotline number, helps passengers feel more secure throughout the journey. If encountering some inconveniences such as the vehicle stopping for a long time, picking up and dropping off passengers at the wrong place, or the situation of the assistant driver collecting extra surcharges, passengers can notify the functional agency, both protecting their rights and contributing to raising the awareness of law compliance of drivers and transport enterprises.”

To ensure transport business units complete the supplementary listing of information, recently, the Traffic Police Division of the provincial Police Department has strengthened information dissemination, guidance, and reminders during the vehicle inspection and supervision process. Senior Lieutenant Trần Đức Phương, Road Traffic Police Team No.1 of the Traffic Police Division, said: “Besides checking technical conditions, papers, and transport activities, we integrate content reminding about the position and form of listing the hotline according to the latest regulations of the Department of Construction. Through the initial implementation period, the majority of enterprises and vehicle owners have proactively implemented it; only a few cases still have shortcomings regarding the listing position or information board size. In these cases, functional forces guide specifically to supplement immediately, avoiding being handled when the deadline expires. Early and continuous information dissemination has contributed to creating positive changes in the compliance awareness of vehicle owners, especially on fixed routes with large passenger traffic.”

The regulation on listing information on transport business vehicles has contributed to forming the habit of law compliance of vehicle owners, creating conditions for functional forces to supervise more effectively and passengers to have their legitimate rights protected. Thereby, helping transport activities go into order, minimizing violations, and improving service quality; building a safer, more civilized, and professional transport environment in the province.
