Thousands of poor households, near-poor households, and policy families have settled in new, spacious, and sturdy houses; thereby contributing to ensuring social security, raising the quality of life, and adding motivation for highland localities to promote new rural construction.
From high political determination
Realizing the dream of settling down, the work of removing temporary and dilapidated houses is always closely cared for and directed by the provincial Party Committee, People’s Council, and People’s Committee, along with close coordination among all levels, sectors, and socio-political organizations in the province in direction and implementation. In particular, party committees and authorities at all levels have focused on directing, issuing many documents, and receiving high consensus from all walks of life, organizations, and unions in society.
The provincial Party Committee issued Decision No.4945-QĐ/TU establishing the Steering Committee on social housing development and implementing housing support policies for policy beneficiaries in the area. On that basis, localities established their own Steering Committees, issued operating regulations, and organized the implementation of the program to remove temporary and dilapidated houses in accordance with professional guidance and direction of the provincial Steering Committee.
The consolidation of Steering Committees at all levels was deployed timely, suitable for the 2-level local government model, ensuring continuity and non-interruption in direction work. The guiding spirit throughout is “6 clears”: Clear person, clear task, clear responsibility, clear authority, clear time, and clear result, aiming to create strong changes in implementing the goal of removing temporary and dilapidated houses in the province.
During implementation, Điện Biên province drew experience from previous programs, unifying principles and support content from the provincial to the grassroots level. Households proactively built houses in the spirit of “Community helps, households take initiative,” choosing methods suitable for their economic conditions and ethnic customs. At the same time, preparing premises, materials, labor, and mobilizing additional resources to enhance the value and sustainability of the works.
Notably, the province classified poor household subjects into groups: Specially difficult households, lonely elderly, ethnic minorities... to apply suitable support forms such as full or partial support, in cash, materials, or labor days. This method helps use resources effectively, targeting the right subjects, ensuring social fairness.
In the process of implementation, many creative and effective models appeared, demonstrating the spirit of “Those with labor contribute labor, those with wealth contribute wealth, those with little contribute little, those with much contribute much.” Typical examples include the model “Government - People - Armed Forces build houses together.” The police, military, and border guard forces participated in surveying, designing, transporting materials, and directly contributing efforts to build houses for poor households. This method both saves costs, ensures progress and quality of works, and tightens military-civilian solidarity.
To sturdy shelters
Removing temporary and dilapidated houses is an important political task and demonstrates profound humanistic values and the special concern of the Party and State for the people, especially housing for people with meritorious services to the revolution, martyrs’ relatives, poor households, and near-poor households. The province deployed speedy construction, completing houses on schedule, in accordance with regulations, and even finishing ahead of plan.
Implementing the Government’s Program on removing temporary and dilapidated houses, the entire province has constructed and completed support for 5,358/5,358 houses. Thanks to high determination and synchronous involvement, by August 31, 2025, Điện Biên completed the goal of removing temporary and dilapidated houses throughout the province.
Being a poor household, for many years the family of Tẩn San Phấu, Sín Chải village (Nà Hỳ commune), had to live in a makeshift, degraded house; often short of rice and salt, so building a new house was something he never thought of. Thanks to the support of VND 60 million along with money borrowed from relatives and family, to date he has completed a sturdy house with a corrugated iron roof and an area of nearly 100m2.
Phấu shared: “The new house is a great support for my family. Having a solid place to live, we feel assured to work, try to develop our economy, and build a fuller life.”
The family of Khoàng Thị Tiện, Nậm Chua village, Chà Tở commune, is a poor household benefiting from support policies in the Government’s program to remove temporary and dilapidated houses. After a short time, the stilt house of over 60m2 was completed, and the family moved into the new house with overflowing joy.
Tiện emotionally expressed: “My whole life I never thought my family would live in a sturdy house like this. Now having a new house, my family thanks the Party and State for sharing, helping, and bringing this great joy.”
In Si Pa Phìn commune, 55 sturdy and solid shelters were completed and handed over to the people on schedule; contributing to creating more trust and motivation for people to feel assured in labor, step by step improving the quality of life.
Vàng A Kỷ, Permanent Deputy Secretary of the Party Committee of Si Pa Phìn commune, said: “The Government’s program to remove temporary and dilapidated houses is a practical, humane policy, receiving great consensus from the people. The commune mobilized the entire political system and the people to implement it together.”
In the spirit of State support, community help, and households self-building houses, the commencement and completion were on time. Each new house completed means one more poor household or ethnic minority household has stable accommodation, not having to worry about the burden of housing, thereby feeling assured to work in production and rise out of poverty. Sturdy, spacious houses bring safe and warm shelter for the people; simultaneously lighting up faith, improving the quality of life, and connecting the community. From these new houses, Điện Biên is gradually realizing the goal of sustainable social security, step by step changing the face of highland and border villages.
