Điện Biên sees positive signals in poverty reduction

ĐBP - Although still facing many difficulties and challenges, the work of hunger eradication and poverty reduction in Điện Biên province has recorded positive changes recently.

Thanks to financial support from the Government, the synchronized involvement of the entire political system, and the economic development efforts of the ethnic people, many effective production models have been formed. These factors contribute to important results, laying a solid foundation for the goal of sustainable poverty reduction in the province.

In recent years, the Party’s and State’s poverty reduction policies and programs have become a crucial driving force helping many households in the province rise up and develop their economy. Previously, the family of Tòng Văn Dọn in Phung village, Tuần Giáo commune, owned 1 hectare of hill land but lacked capital and direction, so they only grew seasonal corn and cassava, yielding low income and causing their lives to face many difficulties.

When the movement “For the poor - Leaving no one behind” for the 2021 - 2025 period was deployed, Dọn began to access many practical support policies. The local government propagated the poverty reduction policies and guided the family to register for programs supporting breeding stock and preferential loans. Alongside this, local officials and specialized agencies also advised and guided Dọn on policies for crop structure conversion, especially macadamia and coffee cultivation.

The National Target Program for Sustainable Poverty Reduction has provided support and assistance to many ethnic minority households to rise up and escape poverty.

Initially, Dọn was quite worried because he lacked experience in caring for these crops and did not have the capital to buy seeds and fertilizer. However, after receiving support for seedlings, fertilizer, and technical training, Dọn bravely registered to intercrop macadamia with coffee on his entire hill land area. In addition, the policy loan capital also gave him the means to invest in plant care according to the correct procedures.

Dọn expressed: “To have what my family has today, we are truly grateful for the State’s attention. Thanks to the support policies, I had the motivation and conditions to change my methods and was determined to escape poverty...” After being taken to study models in other localities, Dọn actively learned techniques and diligently took care of his garden. From 2022 until now, the family has planted 1 hectare of coffee and 350 macadamia trees; generating income from coffee of about VND 70 million (2022), nearly VND 100 million (2023), and both coffee and macadamia yielded over VND 150 million (2024). This result is largely due to timely and correct poverty reduction policies and the family’s efforts in the journey toward sustainable poverty escape.

Also classified as a poor household in Chăn village (Tuần Giáo commune), for many years, the family of Quàng Văn Tiến struggled to make a living. Without production capital and not enough money to buy seedlings or livestock, his family’s life was impoverished all year round. Tiến shared that there were times when he wanted to raise livestock to develop his economy, but just thinking about buying a cow was already beyond his family’s financial capacity. The turning point came a few years ago when he was supported with a breeding cow from the capital source of the National Target Program for Sustainable Poverty Reduction.

Speaking about that moment, Tiến emotionally recounted: “When the commune official announced that my family would receive a breeding cow, the whole family was overjoyed. For so long, we only dared to wish but never thought we would own a cow ourselves.”

Thanks to his hard work and farming experience learned from villagers, the cow herd was carefully looked after by Tiến, growing well and quickly giving birth to calves. Joy followed joy, and his family’s economy gradually improved. “For a long time, I dreamed of having money to buy cows to develop livestock farming, but my family couldn’t afford it. With the State’s support, we now have better conditions to rise up,” Tiến confided.

Currently, Tiến’s cow herd has increased, opening up a direction for more stable economic development. Although there are still many difficulties, it is believed that with policy support and his own efforts, Tiến’s family economy will continue to develop, ensuring stable income. In recent years, along with the residents’ efforts to rise up themselves, the State’s poverty reduction programs, projects, and policies have created a strong impetus to promote socio-economic development in many localities in Điện Biên province.

The benefit of production support programs, livelihood diversification, and the replication of poverty reduction models has helped residents gain access to seedlings, breeding stock, and production materials. From there, people bravely converted the structure of crops and livestock, replacing low-yield rice and corn areas with high-economic-value crops. Income has increased, living standards have improved, and the development gap between regions and ethnic groups has gradually narrowed.

Determining hunger eradication and poverty reduction as the top priority, right from the beginning of the term, Điện Biên province synchronously directed all departments, sectors, and grassroots governments to implement many practical support solutions. Consequently, poor households, near-poor households, newly escaped poverty households, ethnic minority households, and policy families were facilitated to access preferential loans for production development, job creation, and house repair. Propaganda work was intensified, helping residents change the mindset of dependency and reliance; encouraging them to apply science and technology to production and livestock farming to enhance productivity and economic efficiency. The implementation of key poverty reduction programs has brought clear results.

In the 2021 - 2024 period (according to the poverty standard for the 2021 - 2025 period), the province’s overall poor household rate decreased from 34.90% (2021) to 21.29% (2024), an average annual decrease of 4.53% (a reduction of 16,906 poor households), achieving 113.25% of the annual target set by the Resolution (according to Resolution No.17-NQ/TU, the target is an average annual reduction of 4% or more in the poor household rate). It is estimated that by the end of 2025, the average annual poor household rate will decrease by 4.40%, meeting the plan’s target; the poor household rate among ethnic minorities will decrease by an average of 5.85% per year, achieving 117.07% of the annual target (the target is 5% per year). These figures not only reflect the province’s determination but also show the consensus of the people in the journey toward sustainable poverty escape.

The achievements attained recently are proof of the involvement of the entire political system and society. The poverty reduction effort in Điện Biên is bringing about strong changes, opening up new development opportunities for the people and continuing to affirm the position of a land rich in historical tradition, constantly striving forward in the period of peace and construction.
