To create the greatest convenience for citizens, the Na Sang Social Insurance Office has worked closely with relevant units to strengthen communication and guide people to install and use the VssID - Digital Social Insurance application. By the end of August 2025, 14,535 people had registered, accounting for 26% of those whose data had been synchronized. In the healthcare field, the district SI agency has coordinated with medical facilities to encourage people to use their chip-based ID cards instead of health insurance cards. As of August 31, 2025, all 14 medical facilities in the district had implemented the system. This marked an important step, allowing people to easily look up participation history and benefit entitlements without having to visit SI offices directly.
Mr. Trần Văn Phương, a resident of Na Sang Commune, shared: “Previously, whenever I wanted to check my HI or SI information, I had to go to the SI office, which took a lot of time. Now, just by opening the VNeID app and entering my SI number or ID, I can see my entire record within minutes. It saves time and reduces complicated paperwork, especially when I need urgent medical care.”
Despite remaining difficulties, to achieve these results, the Na Sang SI office regularly disseminates and thoroughly explains the basic contents of Project 06 to all officials and employees, thereby improving awareness of its importance.
Mr. Lê Long Thành, Deputy Director of the Na Sang SI Office, stated: “Besides enhancing the responsibility of staff in collecting and enriching population data, we also focus on communication through direct guidance, local loudspeakers, and the office’s social media channels (Facebook, Zalo). This helps people quickly access information related to synchronizing health insurance card data with the National Population Database, including data sharing, Project 06 implementation, and related issues. These efforts have attracted wide attention and engagement from the public.”
During the process of verifying population data for SI and HI integration, many cases could not be synchronized even though participants already had personal identification numbers or chip-based ID cards. A common example is children under 6 years old: although their birth certificates contain personal identification numbers, the system cannot verify them against the national database because their records are not yet linked to their parents’ household information.
For household HI registration via the National Public Service Portal, citizens also face obstacles. Apart from providing the household head’s details, all members’ personal identification numbers must be declared. The system then verifies the information with the national database to determine contribution reductions. If any data is missing or incorrect, verification fails, delaying processing and causing difficulties for both participants and SI agencies.
To address these issues, SI agencies have strengthened communication and on-site guidance at the commune and village levels, providing direct support when necessary. They have coordinated with commune authorities and local police to assist with level-2 identity authentication, updating ID cards, addresses, and personal information. At the same time, they emphasize data security, privacy, and transparency in SI data management, ensuring compliance with laws on personal data protection. With determined efforts from all stakeholders, the integration of SI into digital systems has achieved notable results.
As of the end of August 2025, the province had 53,868 SI participants, including 38,831 compulsory SI participants (93.5% of the plan), 15,037 voluntary SI participants (47.4% of the plan); 31,229 UI participants (92.2% of the plan); and 616,810 HI participants (98.4% of the plan). Currently, SI and HI information synchronization with the national population database has been completed; chip-based ID cards are widely used at medical facilities; and citizens are increasingly familiar with using VNeID and VssID. The province has directed agencies and units to effectively implement Project 06, achieving many significant outcomes.
By August 31, Điện Biên ranked 2nd nationwide in cashless payments for social security beneficiaries (covering 100% of recipients) and 5th nationwide in monthly SI benefit payments through non-cash methods (98.9%). The province has also completed 100% of data cleansing and updates for officials, public servants, employees, SI, HI, poor and near-poor households, civil status records, students, teachers, and pensioners.
The integration of SI into VNeID in Điện Biên has generated clear improvements: simplifying administrative procedures, saving time and costs for citizens, and enhancing efficiency and transparency in SI management. While challenges remain, with the determination of local authorities and SI agencies, as well as public cooperation, Điện Biên is making steady progress on its digitalization journey. This not only better serves citizens but also lays the foundation for building a modern, convenient, and effective social security system for everyone, particularly those in highland and disadvantaged areas.
