Điện Biên cares for the lives of ethnic minority communities

ĐBP - In recent years, Điện Biên province has actively implemented the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period. Through settlement planning, resettlement, livelihood support, and job conversion, local residents have been given opportunities to improve their livelihoods and escape poverty.

Under Project 1, which addresses the shortage of residential land, housing, farmland, and clean water during 2021-2025, with a total allocated budget of VND 251.004 billion, the provincial People’s Committee supported housing for 507 households, job conversion for 962 households, access to decentralized water for 27,096 households, and construction of 66 centralized water supply facilities.

With Project 2, focused on resettlement in necessary areas, a budget of VND 140.909 billion was allocated, resulting in six projects that provided stable settlement for 430 households. This effort has gradually stabilized the lives of residents in remote ethnic minority communities.

For example, thanks to VND 44 million from the program and a loan of more than VND 120 million from the Bank for Social Policies, the family of Lò Văn Lăng from Cộng village, Búng Lao commune, was able to build a spacious new house of nearly 100 square meters. He shared: “My family used to struggle and never dreamed of building a house. Now, with the State’s support, we have a new home. We are very grateful to the authorities, and we will work hard to develop our economy and escape poverty.”

With support from the National Target Program, residents of Tuần Giáo commune have built new homes.

Training and job conversion for rural laborers in ethnic minority areas have also been prioritized. Each year, the provincial People’s Committee directs agencies to survey training needs, raise awareness, and encourage farmers to attend training classes. Quàng Thị Chinh from Kéo village, Mường Ảng commune, explained that after joining a pig-farming training course, she learned how to mix feed from agricultural by-products to reduce costs, vaccinate her pigs, and treat common illnesses. Her pigs now grow well without disease, and her family maintains two sows and more than 20 market pigs, generating an annual income of over VND 100 million.

Alongside housing, farmland, and livelihood support, the program has also invested heavily in infrastructure. Project 4, focusing on essential infrastructure for production and daily life in ethnic minority and mountainous areas, had more than VND 1,000 billion in funding. The provincial People’s Committee invested in 525 projects, including 264 roads, 23 power facilities, 131 cultural houses, two health stations, 11 schools, 62 irrigation systems, eight bridges, and seven markets.

The National Target Program has proven to be a timely and effective policy, implemented with the active participation of all levels of government, socio-political organizations, and businesses, and strongly supported by the people. Its projects and policies cover all aspects of life, promoting socio-economic development in ethnic minority regions while ensuring social order, public safety, and national defense.

After five years of implementation, combined with other programs in the province, the program has significantly contributed to development. Per capita income has reached an estimated VND 47.87 million per year, an increase of 30.76 percent compared to 2021. The poverty rate among ethnic minority households has fallen to 27.39 percent, down by 17.56 percent. The proportion of working-age laborers receiving vocational training has reached 65.1 percent, and 95 percent of ethnic minority households now have access to television and radio. These achievements highlight the program’s sustainability and effectiveness while strengthening public trust in the Party and State’s policies.
