These initiatives aim to popularize and spread digital knowledge and skills to both military personnel and local residents, while effectively utilizing digital platforms and technologies in performing the mission of managing and safeguarding national border sovereignty and security.
The emulation movement focuses on education and communication, driving a strong shift in awareness and action among officers and soldiers regarding digital transformation and innovation. The target is to provide 100% of officers and soldiers with basic digital knowledge and skills by 2026; and from 2027-2030, ensure they master strategic technologies such as artificial intelligence (AI), the Internet of Things (IoT), big data, semiconductors, and electronics. Sen Thượng Border Post strives to be among the units proficient in digital transformation.
Senior Captain Phan Văn Long, Deputy Political Officer of the Sen Thượng Border Post, shared: “The unit has thoroughly informed 100% of its personnel; prepared training and refresher courses on digital skills tailored to ensure easy access and engaging learning. Alongside formal training, each officer and soldier must actively self-study and equip themselves with essential digital knowledge and skills to participate in the nation’s and the military’s digital transformation process.”

To make the movement effective, the Station has established a “Digital Skills Advisory Team” of five members with solid knowledge and experience. Its Youth Union has formed a “Digital Support Team” to implement the “Digital Mass Literacy” program among young members. Since its launch, the unit has organized two refresher courses on basic digital knowledge and skills, guiding officers to proficiently use at least one digital platform for work. With the motto “Those who know teach those who don’t, those who know more teach those who know less,” the unit organizes “Digital Practice Hours” and “Digital Skills Festivals” to inspire learning, ensuring each officer and soldier becomes a true digital citizen.
Senior Captain Lường Văn Thảo, a member of the Advisory Team, said: “Our members regularly guide and consult, helping update and resolve issues related to digital knowledge and skills for officers and soldiers. We also coordinate with mass organizations inside and outside the unit to host forums like “Soldiers Ask - Advisors Answer,” improving digital skills across the unit.”
The Sen Thượng Border Post also partners with the Youth Union of Sín Thầu commune to help residents with digital transformation and access to basic elements of “digital government, digital society, and digital citizenship.” This includes promoting cashless payment applications; using VNeID to access public services, declare social security, and receive government benefits via social security accounts; and carrying out administrative procedures at the Provincial Public Service Center within the new two-tier local government system.
Stationed in one of the province’s most disadvantaged communes, facing limited infrastructure, weak telecommunications, and uneven educational levels, the unit has nonetheless achieved encouraging results. Thanks to its comprehensive solutions, more than 80% of its officers and soldiers now understand digital transformation, possess digital knowledge and skills, use platforms and digital services for their work, operate smart devices to access essential information and services, and know how to protect themselves in cyberspace.
