Developing community digital technology group model in Nà Bủng

ĐBP - Community digital technology groups (CDTG) are likened to an “extended arm” of the government, operating in villages to support people in accessing and using digital technology and digital platforms. Thereby, they make an important contribution to promoting digital transformation and building a strong digital community from the grassroots level.

Nà Bủng is a border commune, mainly populated by the Hmong ethnic group, accounting for over 95%. The commune has a natural area of over 15,000ha, with fragmented terrain and a sparse population living scattered across 16 villages. At the same time, it is a difficult highland area where traffic and infrastructure are still limited, and intellectual levels are uneven... these factors lead to many difficulties in implementing digital transformation.

The CDTG of Nà Bủng commune was established to promote digital transformation, improve the ability and rate of using online public services in residential areas, thereby saving costs and time for the people. With nearly 20 members, the Nà Bủng CDTG has implemented many practical activities, becoming a bridge for the local government in propagating and disseminating the guidelines and policies of the Party and State, and directly supporting and guiding people to use smart technologies, e-commerce, and public services...

Hồ A Páo, Vice Chairman of the People’s Committee of Nà Bủng commune, stated: After 4 months of establishment and operation, the CDTG has carried out 15 information dissemination sessions, guiding people in villages in the area about the benefits and methods of using online public services, electronic payment platforms, and the commune’s applications. Up to now, the deployment of VNeID electronic account identification has reached 98%, electronic identification account activation has reached 97.1%, and electronic identification collection for agencies and organizations in the area has reached over 90%. From the achieved results, in the coming time, the Group will continue to promote information dissemination, raise people’s awareness in digital transformation work, as well as guide people to apply digital technology in production, business, and install and use applications serving the essential needs of life.

Direct information dissemination sessions at villages are carried out flexibly, suitable for each locality. Along with guiding people to access and use digital technology, the CDTG also integrates, disseminates, and propagates the mechanisms, policies, and laws of the state to each citizen.

Sùng A Hồ, Deputy Chief of the Nà Bủng commune Police, a member of the CDTG, said that currently, people in the villages go to the upland fields, so gathering people in the village during the day is very difficult. To increase the rate of people accessing, participating in guidance, and using digital technology, most information dissemination sessions are held in the evening, when people have free time after finishing their farm work for the day. In addition to content related to digital transformation, the information dissemination sessions will integrate and answer people’s questions about issues such as: Propagating traffic laws, weapons surrender, fire and explosion prevention, cyber fraud... so that people can grasp and follow.

Nộc Cốc 2 village, Nà Bủng commune has 94 Hmong households with difficult economic conditions (over 70% are poor households). Due to the specific characteristics of the highland area, about 90% of the youth in the village work far away, mainly in industrial zones outside the province. The people in the village are mostly the elderly, women, and children. Therefore, the number of people using digital technology applications is still limited.

Vàng A Plâu, Head of Nộc Cốc 2 village, shared: “Young people in the village all work far away, knowing little about using utilities from digital technology, and the people’s understanding is not high. There was a case in the village where someone used a smartphone and was scammed in cyberspace, losing money, so people are still very hesitant when accessing digital applications. After being propagated and explained by the CDTG, we basically understood the official apps and applications serving the essential needs of life. At the same time, we gained more experience and understanding about preventing and avoiding scams in cyberspace.”

It can be seen that, despite many difficulties in terrain, infrastructure, and intellectual levels, with the active involvement of the CDTG, digital transformation work in Nà Bủng commune has seen clear changes. On-site guidance sessions and flexible, close-to-the-people methods have helped people gradually access technology, boldly use digital services, improve their ability to protect themselves in cyberspace, step by step master digital transformation, aiming to build a strong digital community, contributing to socio-economic development and improving the quality of life for people in border areas.
