Creating momentum through “Effective mass mobilization” emulation movement

ĐBP - Over the past years, the “Effective mass mobilization” emulation movement in Điện Biên Province has been widely implemented by Party committees, authorities, the Vietnam Fatherland Front (VFF)’s chapters, and various political and social organizations.

It has attracted the participation of a large number of citizens, officials, and Party members, resulting in numerous innovative models and approaches across different fields, significantly contributing to the province’s political and socio-economic achievements.

The grassroots level mass mobilization team of Mốc 4 Village, Nậm Tin Commune (Nậm Pồ District) mobilizes resources to provide gifts to poor and disadvantaged households.

President Hồ Chí Minh once emphasized, "Mass mobilization is very important. Poor mass mobilization leads to poor outcomes; effective mass mobilization leads to success in all endeavors." Inspired by his teaching, the “Effective mass mobilization” emulation movement in Điện Biên Province has been effectively rolled out with creative and practical solutions that have significantly fostered socio-economic development, strengthened national defense and security, and improved people’s living standards. The emulation movement has also been closely tied to the campaign “Promoting the learning and following of Hồ Chí Minh's thought, morality, and style” and other patriotic emulation drives.

Last year, 8 organizations and units in Điện Biên Province submitted dossiers on recognition for 34 “Effective mass mobilization” models, including 30 collectives and 4 individuals. These include 13 models from Điện Biên Phủ City, 2 from Nậm Pồ District, 2 from Tuần Giáo District, 3 from the Điện Biên Province’s Department of Culture, Sports, and Tourism, and 3 from the Điện Biên Province’s Border Guard Command. The models have been established across various fields, including building the political system, attracting investment, fostering economic development, eradicating poverty, enhancing cultural and social life, improving public healthcare, and safeguarding national defense and security.

The “Livestock breeding teams and occupational groups” model by the Farmers’ Association in Quài Nưa Commune, Tuần Giáo District, is an exemplary initiative. Mr. Quàng Văn Thủy, Chairman of the Farmers’ Association in Quài Nưa Commune, shared that the movement’s implementation has been tailored to fit each community’s specific needs. To date, the commune has established 2 livestock breeding teams with 51 members and 3 occupational groups with 30 members. These societies have facilitated technical training, experience sharing, and mutual support in production among members, providing a solid foundation for economic growth.

In Nậm Pồ District, grassroots level mass mobilization teams operate in all 121 villages, teaming up with local authorities and community leaders to address challenges and improve economy. Ms. Lò Thị Lên, Head of the Mass Mobilization Commission of Nậm Pồ District’s Party Committee, shared that, for instance, teams in Si Pa Phìn Commune successfully promoted passion fruit cultivation, while teams in Nậm Chua and Chà Nưa Villages introduced techniques for growing squash, pumpkin, and rice, thereby contributing to local poverty reduction. Thus, the poverty rate in Nậm Pồ District significantly dropped to 37.65% in 2024.

At the same time, grassroots level mass mobilization teams in Nậm Pồ District have also mobilized resources for supporting the community. In Mốc 4 Village, Nậm Tin Commune, a mass mobilization team raised funds to plant 5,000 cinnamon saplings for 3 households and distributed 50 warm jackets to students. Similarly, the team in Pắc A1 Village joined efforts to install 12 solar-powered streetlights, enhancing local living standards.

Mr. Trần Bá Quảng, a Party member from Him Lam Ward, Điện Biên Phủ City, is a role model in economic development. His 12,000sq.m farm includes softshell turtles, giant freshwater prawns, and grass carp, yielding significant income. In 2024, his farm produced 550kg of turtles, 1,000kg of prawns, and 350kg of carp, generating a net income of VNĐ 230 million. His model has provided clean food for local consumers and stable employment for 3 workers, showcasing the potential for being multiplied across the city.

It is clear to say that the “Effective mass mobilization” emulation movement has effectively brought the Party’s guidelines and the State’s policies and laws to residents in Điện Biên Province, making contribution to fostering close bond between the Party and the people, reinforcing the great national unity bloc, upholding people’s strength and resources to drive the province toward sustainable growth and prosperity.
