Thanh Chăn Commune of Điện Biên District was the first in Điện Biên Province to be recognized as the new-style rural area in 2015. Contributing significantly to this achievement was the role of the commune’s sub-chapter of the VFF in the province. In Nhà Trường Village, in addition to meeting criteria for production, income, poverty reduction, and public security, the village’s Front Work Board has actively mobilized and guided local residents to purchase health insurance cards, contribute working days to build the hamlet’s cultural house, and plant flowers along roadsides to create a green, clean, and beautiful environment.
Ms. Ngô Thị Thơm, Head of the Nhà Trường Village’s Front Work Board, shared: “During the process of the new-style rural area building, the association focused on disseminating and instructing local people to carry out specific tasks and activities. All matters were openly and transparently discussed with residents, which led to strong public support during the implementation of any policy. As a result, local people willingly donated their land to road construction, worked hard to develop the local economy, and actively protected the environment. Now, every road in the village is clean, homes are well-maintained, and local landscapes are increasingly transformed.”
Over the past years, chapters and sub-chapters of the VFF at all levels in Điện Biên Province have effectively fulfilled their role as a bridge between local Party organizations and authorities with local people. They have actively innovated and enhanced the effectiveness of their communication and mobilization efforts, regularly listening to and reflecting legitimate opinions and concerns of the public to Party organizations and authorities. Simultaneously, they have promoted the dissemination of the Party's guidelines, the State's policies and laws, and local regulations to residents; instructed and encouraged them to implement democratic regulations at grassroots level, especially on matters directly related to their legitimate rights and interests, such as contributing feedbacks to local socio-economic development plans, drafting and amending village conventions and norms, and determining financial contributions and contribution benchmarks by local people.
In 2024, the VFF committees at all levels in the province joined hands to hold 30 direct dialogue conferences between leaders of local Party organizations and authorities with residents, with over 2,000 participants and 237 comments and proposals recorded. Additionally, they collaborated with the Delegation of National Assembly deputies, Standing Committees of the People’s Councils, and People’s Committees at all levels to hold 1,343 meetings with voters, drawing 97,592 participants and recording 5,004 comments and proposals from voters.
The work of social supervision and criticism has gradually become more systematic and effective. The monitoring content is closely tied to local political tasks and directly impacts the legitimate rights and interests of union members, association members, and local people. In 2024, the VFF committees at all levels in the province led 83 monitoring sessions. Political-social organizations also hosted 6 supervision and criticism sessions. The supervision process resulted in 148 recommendations being submitted to relevant authorities for review and approval. Furthermore, the VFF committees at all levels in the province closely worked with various agencies to conduct 250 supervision sessions, including 10 at the provincial level, 62 at the district level, and 178 at the commune level. Meanwhile, social criticism activities were carried out in 24 sessions, with 217 comments, significantly contributing to the development and improvement of the implementation of the province’s policies, programs, and projects.
At the same time, mediation activities at grassroots level were effectively rolled out, with 1,459 mediation teams and over 7,500 mediators. The mediation success rate reached 87.9%, helping to enhance legal awareness within communities, maintain family harmony at home, and neighborly relationships, and foster unity among local people while reducing law violations.
It is clear to say that these achievements in contributing to Party and governance building have affirmed the role and position of chapters and sub-chapters of the VFF at all levels within the province’s political system. They continue to serve as a solid bridge between local Party organizations and authorities with local people, strengthening and consolidating the national unity bloc and creating momentum for the successful achievement of local socio-economic development goals.
