Right from the start of the term, Mường Ảng commune focused on effectively utilizing its land and climate potential to develop sustainable agriculture and forestry. The crop structure has been gradually adjusted to suit local conditions, increasing economic value per unit area. To date, the commune’s coffee area has reached 1,662 hectares, generating over VND 260 billion in annual revenue; the commune has also developed numerous concentrated fruit-growing models in value chains, totaling 125 hectares with an output of 450 tons per year and annual revenue exceeding VND 5 billion.
In parallel with crop development, livestock farming has been promoted toward farm and household-scale production, linked with disease control and environmental protection. Several pig, buffalo, cow, and goat breeding models have yielded good results, providing livelihoods for poor and near-poor households. From 2020 to 2025, the commune has also prioritized the development of industry, handicrafts, services, and trade. It has actively attracted and given priority to enterprises investing in construction materials production, agricultural product processing, and coffee processing, while creating favorable conditions for private enterprises, households, and cooperatives to participate in development. Currently, the commune has 27 enterprises, 1,140 business households, and 18 cooperatives operating effectively.
One of the identified breakthroughs during the term has been mobilizing all resources to invest in synchronized technical and social infrastructure, with priority given to developing the commune center. From 2020 to 2025, the commune Party Committee and People’s Committee have provided decisive leadership, mobilizing the active participation of the entire political system to address obstacles, especially long-standing bottlenecks in site clearance. As a result, many key projects have been completed and put into operation, marking a clear breakthrough in infrastructure, such as: the Ẳng Cang Reservoir, the 42m-27m trunk road in the urban center, the protective embankment for residential areas, and Phase II of the Tin Tốc Stream technical infrastructure system, along with many other works and projects.

The commune has also proactively coordinated with provincial departments and sectors to effectively implement the rural electrification project from the national grid under the “Lighting up Điện Biên” program, raising the proportion of households with access to the national grid to 98%.
With a consistent focus on targeted investment, Mường Ảng commune has concentrated resources on building works associated with major political events of both the central and local levels, such as the commune Conference and Cultural Center, the Central Market, Hoa Hồng Kindergarten, and cultural houses in villages and residential groups (25 out of 38 villages and groups now have cultural houses). It has also actively proposed that the road department invest in upgrading National Highway 279 through the commune center, combined with urban lighting, LED gateways, tree planting, and landscape points, creating a modern, spacious urban appearance.
Education, training, healthcare, and poverty reduction have received due attention. By the end of 2024, the commune’s poverty rate had fallen to 11.89% (a 13.26% reduction compared to the end of 2021 under the multidimensional poverty standard), and it is estimated that by the end of 2025 the rate will be 9.75%. The average per capita income has reached VND 47 million per year (up VND 12 million compared to 2020). Social welfare policies and support for people with meritorious service, near-poor households, and those in particularly difficult circumstances have been implemented fully, promptly, and to the correct beneficiaries.
Alongside socio-economic development, Mường Ảng commune has consistently maintained political security and social order. Armed forces strictly maintain duty protocols, stay updated on local situations, and promptly resolve emerging issues from the outset. Citizen reception and complaint resolution have been carried out in compliance with regulations. The political system from the commune to the villages and residential groups has been promptly consolidated and strengthened. The quality of operations of the Fatherland Front and mass organizations has improved, promoting their role in supervision, social criticism, and mobilizing people to participate in socio-economic development and maintain security and order. Administrative discipline has been reinforced, and the sense of responsibility in serving the people among cadres and civil servants has seen positive changes. These achievements reflect the solidarity, resilience, and aspiration for progress of the entire political system and people of Mường Ảng commune during the 2020-2025 term.
Stepping into the 2025-2030 term with higher determination and greater aspirations, the Party Committee, local government, armed forces, and all ethnic communities in the commune will continue to unite, innovate, harness internal resources, and effectively leverage external resources, focusing on breakthrough priorities to build Mường Ảng Commune into an increasingly prosperous, civilized locality, worthy of its role as the political, economic, and cultural center of the area in the new period.
Comrade Hà Thị Thanh Tâm
