Enhancing leadership capacity, unity, and striving for Mường Pồn to achieve new-style rural area standards

ĐBP - During the 2020-2025 term, despite facing numerous challenges, particularly natural disasters and epidemics, Mường Pồn commune, Điện Biên province has remained steadfast and determined to successfully complete its assigned tasks.

The Party Committee of the commune has issued nearly 2,000 leadership documents, addressing difficulties while promoting socio-economic development, ensuring national defense and security, building the Party and the political system, creating a solid foundation for achieving the goal of becoming a new-style rural area in the upcoming term.

The Mường Pồn commune Party Committee was established on July 1, 2025 (under Decision No.6537-QĐ/TU, dated June 19, 2025, by the Điện Biên provincial Party Committee), based on the merger of two communes: Mường Pồn and Mường Mươn. The Party Committee consists of 38 branches, with 620 Party members.

During the 2020-2025 term, amid both opportunities and challenges, the Party Committee and the Standing Board of the Party Committee of the commune have actively led and directed the political tasks, achieving important results and essentially completing the main objectives set forth.

Prominently, the focus was on leading the restructuring of the agricultural sector, improving productivity, quality, and efficiency. Efforts to support production development, attract investment in agricultural product production and consumption, and establish value chain-linked models in the commune have been prioritized. Currently, the commune has a total area of 1,000 hectares of food crops, with an average per capita food production of 382.6 kg per year. The average income is VND 30 million per person per year.

The commune has converted over 50 hectares of barren hillside land and ineffective single-crop farmland into high-value crops. Special attention has been given to the development of short-term industrial crops, fruit trees, and vegetables, covering 820.5 hectares. The commune continues to care for and protect 993.514 hectares of rubber trees, with an estimated output of 1,313 tons of dried latex; and planted 116.11 hectares of macadamia trees.

To date, Mường Pồn has two OCOP (One Commune, One Product) products rated 3 stars, and two products certified as organic crop products. Livestock farming continues to grow, with the livestock herd increasing by an average of 3% per year. Forest protection and development are also prioritized, with the forest coverage rate reaching 46.87%, an increase of 6.79% compared to 2020.

During the term, the commune focused on implementing and effectively utilizing national target programs, with total funding of over VND 128.266 billion for the 2021-2025 period. Local budget revenues reached VND 146.63 billion, with VND 0.45 billion collected for the state budget. These efforts have focused on infrastructure development, essential projects, and production models, contributing to improving living standards and reducing poverty.

As of now, the poverty rate in the commune is 25.35%, with 14.61% of households classified as near-poor, reducing the poverty rate by 4.38% annually. Currently, 91.3% of households have access to the national power grid; 61.64% of inter-village roads to the commune center are paved; 69.25% of internal village roads are paved; 95% of the population has access to hygienic drinking water; 100% of students complete primary school; 100% graduate from secondary school; 99.8% participate in health insurance; and 79.6% of the workforce has undergone vocational training. The commune has 7 out of 22 villages meeting cultural standards (31.81%), and 79.98% of households are recognized as cultural households.

Party organizations have effectively carried out Party-building work. The commune has focused on reorganizing the political system, reducing the number of officials, and restructuring the staff. Special emphasis has been placed on enhancing the leadership and combat strength of the grassroots Party organizations, contributing to strengthening the local political system. During the term, 143 new Party members were admitted (an average of 28 per year), and 6 new Party branches were established (eliminating 3 “white” branches and forming a Party branch for a private economic unit). Currently, the commune’s Party Committee has 38 branches, with 620 members. All villages, health stations, and schools have Party branches; 63.6% of village heads and 59% of heads of the Front Work Committees are Party members.

Under the two-level government model, the Party Committee of the commune carries the heavy responsibility of leading a vast area, with a natural area of over 25,800 hectares, a border of more than 27 kilometers bordering Laos, and a population of nearly 10,500 people from 8 ethnic groups, of which ethnic minorities account for nearly 98%. However, with the highest political determination, the commune’s Party Committee has identified 6 key tasks and 4 main solutions to focus on in the next term.

Among these, three breakthroughs are particularly important: restructuring the agricultural sector, focusing resources on developing industrial crops (coffee, macadamia, rubber); continuing to improve human resources quality, concentrating on digital transformation in agricultural production and business, ensuring digital transformation requirements for the new era; and maximizing resources for the development of economic and social infrastructure.

With the spirit of “Solidarity - Democracy - Discipline - Innovation - Development,” the Party Committee, government, Vietnam Fatherland Front, armed forces, and people of all ethnic groups in the commune will continue to promote unity, proactively overcome challenges, and work together to successfully implement the set goals and tasks, striving to make Mường Pồn a model of new-style rural development.
