Bringing technology to local residents

ĐBP - Facing the reality of strong digital transformation in all areas of social life, localities, units, departments, and sectors throughout the province have been focusing on promoting “technology illiteracy eradication” for the people. With a proactive, creative spirit taking the people as the center, many practical models and methods have been deployed to universalize basic digital skills, helping people access and effectively use digital platforms and services.

Implementing the policy of promoting digital transformation associated with improving social security quality, Điện Biên province focuses on “technology illiteracy eradication” for the people, step-by-step promoting the “Digital Mass Education” movement into depth, practicality, and effectiveness. Improving digital capacity for grassroots staff is identified as a key factor, contributing to bringing policies to the right subjects at the right time.

To improve capacity for grassroots staff in implementing policies and promoting IT application in poverty reduction and social protection management, recently the Department of Health coordinated with the Department of Social Assistance to organize training on “Social work in assisting the poor, poor households, and social protection beneficiaries to access and use information technology in registering for social assistance and poverty reduction policies”. Participating in the training, staff were equipped with necessary knowledge and skills to fulfill the role of “digital bridges” between policies and the people.

Revolving around social work associated with poverty reduction communication; supporting the poor and social protection beneficiaries to access the internet, telecommunications services, and IT applications; guiding IT application skills in the registration process for policies... the training class contributed to standardizing professional skills, improving management efficiency, and promoting digital transformation in the field of social assistance in the provincial area.

Mai Hoàng Hà, Deputy Director of the Department of Health, emphasized: Applying information technology in social assistance and poverty reduction, in which the grassroots staff is the core force helping people access information, perform procedures, and enjoy social security policies favorably, transparently, and effectively, thereby spreading the “Digital Mass Education” spirit to every village and residential area.

Identifying digital infrastructure as an important foundation for “technology illiteracy eradication” and promoting the “Digital Mass Education” movement into substance, localities in the province proactively mobilized resources, step-by-step perfecting the information and telecommunications system serving the people. Preparing infrastructure conditions to help people, especially ethnic minorities in highland and difficult areas, have opportunities to access and use digital technology, in November 2025, Chiềng Sinh commune cooperated with Viettel Điện Biên on developing information, communications, and digital transformation for the 2025 - 2030 period. Thereby, demonstrating the determination of the locality and businesses in building a synchronous digital infrastructure platform, creating a premise for “technology illiteracy eradication” in the residential community.

Both sides agreed that Viettel Điện Biên will support Chiềng Sinh commune to eliminate 100% of signal shadow spots in areas with the national power grid, while improving 4G service quality and planning to pilot 5G network at the commune center in 2025. Fiber optic internet infrastructure will continue to be expanded to unconnected villages, striving for 100% of village cultural houses to be equipped with internet transmission, effectively serving dissemination, community activities, and people’s learning. Besides infrastructure investment, both sides agreed to deploy digital social solutions such as building electronic health records, remote consultation at commune health stations; applying electronic contact books, electronic school records, electronic lesson plans, and smart classroom models in education.

Đỗ Văn Sơn, Chairman of Chiềng Sinh commune People’s Committee affirmed: The cooperation of the local Party committee and authority with Viettel is an important preparation step to upgrade infrastructure, creating conditions for highland people to step-by-step get used to and use digital technology, thereby spreading the “Digital Mass Education” movement, contributing to improving the quality of life and promoting local socio-economic development.

Implementing Resolution No.57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in developing science, technology, innovation, and national digital transformation, Điện Biên province has been focusing on promoting “technology illiteracy eradication” for the people. With high political determination and methodical approaches, digital transformation in the province has achieved many important and comprehensive results on all three pillars: Digital infrastructure, digital government, and digital economy - digital society.

Up to now, the provincial telecommunications system has been invested in for synchronous development, step-by-step eliminating connection shadow areas, especially in rural, highland, and extremely difficult areas. The whole province currently has 1,171 BTS stations, of which 1,161 positions cover 4G and 38 positions cover 5G. 4G coverage rate reaches 100% at commune and ward centers and 97% in residential areas; the fiber optic transmission network has covered 100% of commune and ward centers and 88.5% of villages and hamlets.

The provincial digital government continues to be perfected and improved in operational efficiency. The information system for resolving administrative procedures has been upgraded, synchronously connected with the National Public Service Portal. 100% of eligible administrative procedures are provided online fully. The rate of online processing is estimated to reach over 78%; the rate of digitizing records at the provincial level reached over 90%, and at the commune level over 80%. Particularly, 100% of electronic documents are digitally signed, contributing to improving transparency, reducing time and costs for people and businesses, while promoting the habit of using technology in administrative transactions.

The digital economy contributes about 14% of the provincial GRDP. Project 06 is deployed effectively with the rate of people having VNeID accounts reaching over 99%; 100% of medical examination and treatment facilities perform medical examination and treatment using citizen identification cards; over 425,000 electronic health records have been created. In addition, Điện Biên province focuses on cooperation and development of high-quality human resources serving digital transformation. Signing cooperation agreements with major corporations such as: VNPT, Viettel, FPT, and international partners, especially cooperation with Hanoi University of Science and Technology, STEAM for Vietnam Organization, and OSB Group has opened up new directions in innovation. More than 1,200 management officials and 12,000 teachers were trained on artificial intelligence (AI); the “AI Festival” event was successfully organized, creating strong motivation for the movement of learning and applying technology in the whole society.

With the achieved results, it can be affirmed that promoting “technology illiteracy eradication” and promoting “Digital Mass Education” is becoming an important driving force helping Điện Biên shorten the digital gap and improve the quality of life of the people. In the coming time, Điện Biên province will continue to promote achieved results, mobilizing the involvement of the entire political system and the business community, so that digital transformation truly becomes the foundation for rapid and sustainable development.
