ĐBP - In Điện Biên province, operating under the two-tier local governance model since July 2025 sets new requirements for implementing grassroots democracy.

ĐBP - On August 5, during the First Extraordinary Session of the 16th National Assembly, group discussions were held regarding the draft Law amending and supplementing a number of articles of the Law on Publishing and the draft Law on Grassroots Conciliation (amended).

ĐBP - After identifying coffee and macadamia as two strategic sectors, the Provincial Party Committee focused on leading and directing the creation of mechanisms, raw material zone planning, enterprise attraction, and the involvement of the entire political system.

ĐBP - On August 4, during the First Session of the XVI National Assembly, group discussions were held regarding the draft Law on Legal Dissemination and Education (Amended).

ĐBP - Executing Resolution No.14-NQ/TU of the Executive Board of the Điện Biên provincial Party Committee on administrative reform, business investment environment improvement, and provincial competitiveness capacity elevation for the 2026-2030 period established specific targets.

ĐBP - Following the official operation of the two-tier local government model, 45 communes and wards across Điện Biên province have directly undertaken numerous duties formerly handled by the district level. With expanded authority comes greater responsibility. Therefore, to ensure that the commune level is capable of shouldering major tasks, decentralization alone is insufficient; comprehensive conditions must also be established to enable grassroots administrations to execute their assigned duties effectively.

ĐBP - On August 4, the Điện Biên provincial Military Command organized a conference to announce decisions regarding the reorganization of Regional Defensive Area Commands into infantry regiments directly under the provincial Military Command.

ĐBP - After one year of implementation, the two-tier local government model has gradually demonstrated its effectiveness in streamlining the administrative apparatus, improving the quality of governance and administration, and better serving residents and businesses.

ĐBP - April 3, 2026 marked a special milestone for Điện Biên province’s agricultural sector as Resolution No.11-NQ/TU dated December 31, 2025 of the Executive Board of the provincial Party Committee on restructuring agriculture toward concentrated, green, smart, and sustainable commodity production for the 2026-2030 period with orientations toward 2035 was materialized through a simultaneous launch ceremony to plant coffee and macadamia in Mường Ảng commune.

ĐBP - Following the reorganization of administrative units, communes and wards across the province have progressively consolidated their organization to build a streamlined, effective, and efficient apparatus, with priority placed on cadre planning under the motto of democracy, objectivity, publicity, transparency, and strict adherence to regulations.

ĐBP - Administrative reform is not merely a task to elevate the validity and efficiency of State management, but also a requirement to innovate service methods for citizens and enterprises.

ĐBP - Transitioning from primarily executing assigned tasks, the commune level has now become the tier that directly governs local areas, proactively addressing citizens’ affairs and resolving issues arising right at the grassroots level. These represent distinct transformations after more than one year of operating under the two-tier local government model.

ĐBP - Following more than one year of operating the two-tier local government model, the governance picture in Điện Biên is gradually taking shape toward a more streamlined, unified, and efficient direction. From major central guidelines to grassroots-level reality, the new model has created clear transformations in organizational apparatus, operational methods, administrative reform, and the quality of public service delivery.

ĐBP - Following one year of implementing the two-tier local government model, practical reality in Điện Biên has affirmed this as a correct, strategic decision by the Party and State in organizational restructuring.

ĐBP - A vibrant atmosphere of community service has spread across many localities in Điện Biên province as officers and soldiers of Regiment 82, Division 355, Military Region 2, joined local Party committees, authorities, and residents in field exercises combined with community outreach activities. Roads have been improved, irrigation canals cleared, and rural landscapes made cleaner and more attractive, further reinforcing the cherished image of “Uncle Hồ’s soldiers” in the hearts of the people.

ĐBP - Điện Biên, a land marking so many heroic feats of the nation, continues to execute a sacred journey of gratitude: Rediscovering the identities of heroic martyrs. The 500-Day-and-Night Campaign is being deployed urgently with the highest determination from the entire political system.

ĐBP - On July 30, the Party Committee, People’s Council, People’s Committee, and Vietnam Fatherland Front Committee of Điện Biên province organized a visitation, memorial, and burial ceremony for the remains of two martyrs at the Độc Lập Martyrs’ Cemetery in Thanh Nưa commune.

ĐBP - Adopting the motto of grasping situations firmly from an early stage, orienting directions from afar, and resolving issues right at the grassroots-level, Điện Biên province has recently deployed numerous solutions to elevate the quality of public opinion monitoring and orientation proactively, promptly, and effectively.

ĐBP - Across the entire country, the 500-day-and-night campaign to accelerate the search, collection, and identification of martyrs’ remains is being deployed as a special journey of gratitude.
