Attending the conference were members of the Standing Board of the provincial Party Committee, members of the Standing Board of the provincial Party Committee, the Standing Board of the provincial People’s Council, leaders of the provincial People’s Committee, the Standing Board of the provincial Vietnam Fatherland Front Committee, heads of provincial departments, boards, and sectors, alongside leaders of selected communes and wards.
The conference assessed operational performance and outcomes during the first nine months of 2026 across provincial agencies, reviewed socio-economic developments alongside growth scenario implementation for the third quarter and the full year of 2026, and determined key mandates and solutions for the 4th quarter of 2026 to guarantee the attainment of the double-digit growth target.
According to reports presented at the conference, GRDP in the third quarter of 2026 exceeded VND 8,260 billion, surpassing the targeted projection by more than VND 64 billion and reflecting an 11.67% increase year-on-year, fulfilling the designated growth trajectory. Within this performance, agriculture, forestry, and fisheries expanded by 8.06%; industry and construction grew by 14.96% (with industry alone surging by 15.13%); and services rose by 11.54%. The value added across 20 economic sectors reached approximately VND 7,899.15 billion, exceeding the goal by VND 45.42 billion, while product taxes less product subsidies reached VND 361.4 billion, beating the target by VND 19.04 billion.
During the nine-month period, operations of the provincial People’s Council continued to innovate, keeping close pace with practical imperatives. The Standing Board of the provincial People’s Council, specialized People’s Council boards, and the Office of the National Assembly Delegation and provincial People’s Council organized 9 sessions, issued 79 resolutions, and conducted 6 thematic supervisory drives alongside 13 field surveys. Preparations and deployments for election mandates were carried out proactively. Field surveys and working sessions with communes, departments, and sectors were intensified to grasp developments, resolve difficulties promptly, and stimulate socio-economic expansion.
Front work and member mass organizations were implemented synchronously, closely adhering to political tasks while adapting to the two-tier local governance model. Public outreach, mobilization, supervision, social feedback, social welfare initiatives, and patriotic emulation movements continued to be refreshed. Organizational machinery was consolidated, and digital transformation recorded positive shifts, enhancing operational efficiency throughout the Fatherland Front apparatus.
The provincial National Assembly Deputy Delegation executed all mandates comprehensively and on schedule, strengthening coordination with relevant agencies to elevate the quality of lawmaking, oversight, voter contact, and citizen reception activities.
At the conference, delegates concentrated on clarifying bottlenecks and hurdles encountered in socio-economic execution during the preceding months. Concurrently, participants debated and reached consensus on measures to accelerate expansion in the 4th quarter, striving to accomplish the double-digit growth goal for 2026.
Concluding the conference, Secretary of the provincial Party Committee Trần Tiến Dũng acknowledged and commended the achievements recorded over the past period, particularly third-quarter economic growth hitting assigned targets. He requested agencies, units, and localities to conduct a comprehensive review of all 2026 targets, spanning Party building, political system consolidation, poverty reduction, and social welfare, while delineating clear tasks, solutions, and operational timelines to fulfill set objectives.
The Secretary of the provincial Party Committee urged continued expansion of foreign relations to build a border of peace, friendship, cooperation, and development; promote cross-border trade; and reinforce relations with neighboring nations, contributing to preserving territorial sovereignty and ensuring national defense and security. Concurrently, localities must prepare thoroughly to organize successful provincial defense zone exercises.
The Secretary of the provincial Party Committee requested the Party Committee of the provincial People’s Committee and the provincial People’s Committee to adhere strictly to the National Power Development Plan VIII (PDP8) to integrate potential solar energy projects, creating supplementary growth room. He also called for the swift finalization of procedures to launch construction on the Sơn La - Điện Biên - Tây Trang Border Gate Expressway Project at an early date.
Regarding inter-level school projects, the Secretary of the provincial Party Committee instructed relevant bodies to concentrate on concluding all remaining components. Specifically, nine school facilities commenced in 2025 must achieve 100% completion across all work items within November 2026. For five school facilities begun in 2026, units must draw upon operational experience, organize construction scientifically, and guarantee projected delivery schedules.
Additionally, the province must continue expediting tourism-serving investment projects to produce distinct, attractive offerings for visitors, while paying focused attention to supporting and facilitating the development of the private economic sector.
