Attending the session were representatives of provincial departments, boards, sectors, and related entities.

During the meeting, delegates reviewed and assessed the execution of socio-economic development tasks for September 2026, focusing discussions on GRDP growth performance, industrial output, agriculture, trade, tourism, development investment, budget revenues and expenditures, and public investment disbursement.

A majority of delegates concurred with and endorsed the draft report presented by the Department of Finance. Notably, leadership from the Department of Agriculture and Environment reported that for 2026, the sector was assigned 10 targets. To date, all targets have been met or exceeded; by year-end, the sector is projected to fulfill and exceed all 10 out of 10 metrics. Several targets serving as drivers of sustainable growth across the entire term - such as coffee acreage, macadamia plantations, and afforestation - continue to be prioritized for execution.

Alongside evaluating achieved outcomes, delegates concentrated on discussing, analyzing causes, and proposing corrective solutions for lagging targets; examining contents regarding mechanisms and policies across agriculture, tourism, finance, industry, and spatial planning; and reviewing the progress of key projects and assignments capable of adding new productive capacity to contribute directly to growth in the fourth quarter.

Addressing these areas, Chairman of the provincial People’s Committee Lê Văn Lương requested heads of agencies and units to elevate the accountability of organizational leaders, exercising greater initiative and firmness in guidance and administration. Efforts must concentrate on unresolved bottlenecks tied to public investment disbursement, site clearance, organizational restructuring, payroll quotas, and other key tasks, ensuring operational progress, quality, and efficacy to achieve the highest possible completion of 2026 goals and targets.

Delegates also dedicated time to agreeing on reports to competent authorities regarding the 1/2,000 scale zoning plan for the Thanh An Industrial Park in Thanh An commune; the policy to establish the Thanh Yên 2 Industrial Cluster alongside approving infrastructure developers; and specific mechanisms and policies on exploiting and supplying common construction materials for key infrastructure projects.

Regarding the 1/2,000 scale zoning plan for the Thanh An Industrial Park in Thanh An commune, the consulting unit was requested to clarify aspects bearing directly on the feasibility of the master plan, particularly water supply options, wastewater treatment solutions, solid waste management, and resettlement plans for affected households.

Chairman of the provincial People’s Committee Lê Văn Lương requested the consulting unit to coordinate with the People’s Committee of Thanh An commune and the Department of Construction to absorb and review all feedback voiced at the meeting, expediting the completion of the draft submission dossier within September 28. Dossiers must ensure full legal grounds, while clarifying technical solutions and practical feasibility prior to submitting them to competent authorities for consideration and approval.

The meeting also deliberated and contributed opinions on draft proposals concerning preferential rent policies for priority beneficiaries; lists, criteria, support levels, sequences, and procedures for leasing public assets; and mechanisms for supporting, managing, disbursing, and finalizing investment capital for community-executed projects under National Target Programs.

Contents concerning unit prices, compensation rates, and support packages for state land recovery; dossiers, sequences, and procedures for tourism product development support; and expenditure items and support rates for agricultural extension activities were also examined and endorsed by delegates within their prescribed authority.
