Attending the conference were Lê Văn Lương, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; leaders of advisory and assisting bodies under the provincial Party Committee; departments, sectors, localities, the State Treasury of Region X, and specialized provincial project management boards.

According to the report from the Party Committee of the provincial People’s Committee, administrative agencies, departments, sectors, and project owners demonstrated concerted efforts to maintain and build upon implementation and disbursement achievements attained during the first six months of 2026. Cumulative disbursement across the province as of September 27, 2026, reached VND 3,960 billion, achieving 67.34% of the actual allocated capital plan for executing units; within this, public investment capital reached 73.39% of the actual allocation plan and approximately 65.01% of the 2026 target assigned by the Prime Minister.

Compared to late August, disbursed value increased by more than VND 689 billion, corresponding to an 11.72% rise. The number of projects with disbursement rates below 50% also dropped from 216 down to 102 projects.

Delegates concentrated on reporting public investment disbursement progress and clarifying unfulfilled assignments, root causes, individual responsibilities, deadlines, and remedial measures.

The conference also reviewed capital funding sources and stagnant projects, particularly those recording disbursement rates under 50%, while analyzing difficulties and bottlenecks affecting execution schedules and public capital disbursement.

Delivering concluding remarks at the conference, provincial Party Secretary Trần Tiến Dũng pointed out clear limitations and shortcomings in public investment management and disbursement rates across several agencies, units, and localities. He ordered an immediate rectification of irresponsible working attitudes, demanding elevated reporting quality to guarantee accurate data and remedies for operational deficits, particularly in site clearance.

The provincial Party Secretary emphasized the imperative to delineate collective and individual accountability clearly, binding the responsibility of agency heads to the progress of each specific project and capital stream. Where work is delayed or obstructed, the exact causes and responsible parties must be identified without evasion or passing the buck. Contractor selection must be grounded in actual operational capacity, construction organization competence, and commitment fulfillment, resolutely preventing weak contractors from continuing to compromise project timelines.

Trần Tiến Dũng also requested the renewal of inspection and supervision methodologies, including researching the application of artificial intelligence (AI) and integrating data into the Intelligent Operations Center (IOC) to monitor task progress, project timelines, and performance outcomes objectively and transparently, thereby serving leadership direction, administrative governance, and accountability assessments for each unit.

Emphasizing that the capital volume requiring disbursement in the remaining months of the year remains very substantial, the provincial Party Secretary demanded departments, sectors, localities, and project owners to overhaul their administrative mindsets decisively, tighten discipline and order, and stay closely engaged with each work and project to clear bottlenecks immediately. The overarching objective is to strive for 100% disbursement of assigned capital plans, channeling public investment resources swiftly into the economy and creating fresh developmental impetus, particularly for disadvantaged localities.
