The Nậm Nhừ Border Post Party Cell currently has 26 Party members. Stationed in a border area where officers and Party members frequently carry out duties in remote locations, the unit places particular emphasis on keeping Party members connected and ensuring timely access to information and documents related to Party work. Since early 2026, the Nậm Nhừ Border Post Party Cell has implemented the “Digital Party cell” model, identifying it as one of the measures to renew its leadership and management methods and improve the quality of Party-building and political work. The cell aims to digitize 100% of directives, administrative documents, resolutions and work plans, as well as 80% of statistical records and monitoring and reporting records related to Party-building and political work in 2026.
Major Đỗ Xuân Điềm, Secretary of the Party Cell and Political Commissar of the Nậm Nhừ Border Post, said digital transformation is being incorporated into specific tasks, from preparing meeting content and managing Party members to storing records and documents. Party members are being guided to use the electronic Party member handbook to receive documents, exchange information and support Party cell meetings.
The effort goes beyond simply digitizing records. The Party cell is developing an approach suited to the unit’s specific circumstances. Records such as Party member lists, political education results, Party activity transfers, Party dues collection and expenditure, Party cell resolutions, and Party-building and political work programs are being included in the digitization plan according to a phased roadmap.
According to Major Đỗ Xuân Điềm, the key is to ensure that digital transformation directly serves day-to-day work rather than becoming a box-ticking exercise. The Party cell therefore focuses on helping every officer and Party member become proficient in using digital tools, while maintaining a “Digital skills advisory team” and a “Digital support team” to provide hands-on guidance to those who need additional help.
This approach is creating better conditions for the Nậm Nhừ Border Post to modernize the way Party activities are prepared and conducted. Documents are made available in advance, allowing Party members to study them proactively. Party committee members also find it easier to compile information, prepare discussion topics and monitor the implementation of resolutions. Tasks that previously required considerable time for manual filing and compilation are gradually being transferred to the digital environment.
At the Huổi Thanh 1 Village Party Cell in Nậm Kè commune, digital transformation in Party activities is being introduced in ways closely connected to Party members’ everyday work. Given the rural setting and differences in Party members’ digital skills and access to technology, the cell focuses on providing guidance and support so that each member can gradually become familiar with and use digital tools to receive information, study documents and carry out assigned tasks.
For older Party members or those unfamiliar with smartphones, younger Party members are assigned to provide step-by-step guidance and assistance. This approach not only helps less tech-savvy members make use of digital tools, but also gives younger Party members an opportunity to play a more active role in the cell. From initially feeling hesitant about unfamiliar operations, many Party members have gradually developed the habit of receiving information, reading documents and exchanging work-related information online.
Đặng Văn Néng, Secretary of the Huổi Thanh 1 Village Party Cell, said the cell has 14 Party members, including five probationary Party members. In the mountainous area, bringing Party members together to carry out work can sometimes depend on distance, travel conditions and each person’s working schedule. Some information needs to be communicated promptly; waiting until the next Party cell meeting to do so would mean losing valuable time. Digital tools enable the cell to communicate tasks more quickly, allowing Party members to familiarize themselves with the agenda in advance and arrange their schedules to participate in meetings.
The experience of Nậm Nhừ and Huổi Thanh 1 shows more clearly how digital transformation is improving Party management and administration. Through the electronic Party member handbook, Party committees can send notices and documents to members more quickly, reducing the need to print and distribute materials and compile information manually.
For Party cells whose members work or live in different locations, this approach helps maintain regular communication. At the same time, updating Party member information, monitoring participation in Party activities, studying resolutions and tracking the implementation of assigned tasks are all made more convenient through digital platforms. The application also gives Party members an additional channel to provide feedback, exchange views and offer suggestions to Party committees.
According to the Điện Biên provincial Party Committee’s Organization Commission, digital transformation in Party work is not simply about putting documents on smartphones or replacing paper records with electronic data. More importantly, new tools are prompting Party committees to change the way they prepare, manage and organize Party activities, while enabling Party members to take a more proactive role in receiving information, studying materials and contributing their views.
Technology facilitates this process, but the quality of Party activities ultimately depends on the relevance of the content, the sense of responsibility of Party committees and the participation of individual Party members.
From a few taps on a smartphone, the way Party committees manage their work and connect with Party members is gradually changing. When information is updated promptly, documents reach the right people and feedback can be shared conveniently, digital transformation can become a practical tool for Party building, helping Party organizations meet the demands of a changing operating environment.
