Following organizational restructuring and consolidation, Tủa Chùa commune retains 24 hamlets and villages. Determining that implementing grassroots-level democracy is a regular task, the commune focuses on establishing mechanisms for citizens to know, discuss, voice opinions, inspect, and supervise issues directly affecting community life. First and foremost, the right to mastery begins with the people being informed. The commune has proactively publicized socio-economic development plans, budget estimates and final balance sheets, community contribution mobilizations, land use planning and plans, as well as regimes and policies directly touching upon citizens.

Public disclosure is carried out flexibly, matching local conditions through bulletin postings at commune headquarters and village cultural houses, announcements at community meetings, and broadcasts over the grassroots-level public address loudspeaker system. From publicized information, citizens have a firm basis to discuss and decide collective affairs. The commune has organized village assemblies to solicit feedback and conduct open ballots regarding contribution levels for infrastructure development, community conventions (hương ước, quy ước), village mergers, and the master plan of Tủa Chùa commune. The vast majority of contents garnered high consensus from the people.

To date, 100% of hamlets and villages have formulated and implemented community conventions, helping elevate citizens’ awareness and sense of responsibility toward the community. Regarding matters requiring public consultation prior to decisions by competent authorities, local governance proactively discloses information and creates conditions for citizens to contribute opinions, thereby strengthening consensus during practical execution.

In tandem with this, the commune pays close attention to effectively grasping the people’s thoughts and aspirations through multiple channels, such as dialogues and voter contact meetings. Over recent times, the commune organized five post-session voter outreach meetings with over 3,450 attendee turns; and conducted dialogues between the commune People’s Committee and local residents in accordance with regulations. Citizen reception and petition processing have been executed strictly according to statutes to promptly resolve legitimate recommendations, grievances, and aspirations of the people.

Over the past year, the commune hosted 18 citizen reception sessions and received 40 petitions, including two denunciation letters and 38 petitions and reflections; among them, 37 petitions falling within communal jurisdiction were reviewed and resolved, with no overdue cases. In particular, the commune coordinates with and leverages the role of the Việt Nam Fatherland Front Committee of the commune in fulfilling grassroots-level democracy responsibilities. Notable highlights include effective outreach and mobilization encouraging residents to adhere to Party guidelines and State policies and laws; assessing local conditions; promptly receiving, resolving, and reflecting citizens’ opinions and petitions; and enabling residents to contribute ideas, inspect, and supervise government operations.

Phạm Quốc Đạt, Chairman of the Tủa Chùa commune People’s Committee, stated: “Upholding the exemplary role and responsibility of government heads, the commune has well maintained periodic citizen reception, conducted dialogues when necessary, and promptly absorbed and directed the resolution of legitimate opinions and petitions from the people. Every Wednesday, leaders of the commune People’s Committee hold citizen receptions to directly listen to thoughts and aspirations, record recommendations and reflections, and instruct specialized agencies to resolve citizens’ petitions definitively.”

Along with being informed, discussing, being heard, and contributing opinions, citizens are also provided conditions to exercise their rights to inspection and supervision in line with regulations. Diverse contents have seen citizen supervisory engagement recently, such as: the implementation of village community conventions; the procedures for electing and dismissing village heads; deployment plans for local programs and projects; guidelines and schemes for compensation, site clearance support, infrastructure construction, resettlement, and residential planning; alongside the collection and expenditure of public contributions and the execution of local welfare policies.

The achieved outcomes demonstrate that the practice of democracy across Tủa Chùa commune is steadily becoming regularized and substantive. When information is transparently disclosed, citizens’ voices are heard, legitimate petitions are reviewed and addressed, and supervisory rights are upheld, public consensus is solidified. This serves as the cornerstone for Tủa Chùa commune to continue building a government that stays close to the people, respects the people, listens to the people, and serves the people ever better.
