Part 4: Nurturing the future generation

Following a period of implementation, the model’s efficacy has been validated through comprehensive progress and development among students. Consequently, it not only fosters an environment for children to grow holistically, but contributes to training and nurturing the young generation, progressively cultivating high-quality human resources for the northern Lao provinces while deepening the enduring solidarity and friendship between Việt Nam and Laos.

Training high-quality human resources

Merging into the spirited nationwide atmosphere of the new school term, September 5, 2026, became an exceptional milestone for the young children residing at the Nhân Ái - Hữu Nghị Shelter. Fifty hearts beating in unison, children eagerly donned fresh uniforms to step into the new school year alongside teachers and friends, brimming with joy, confidence, and soaring dreams.

Wearing his new uniform and guided hand-in-hand to school by a special “adoptive father,” Sụ Pha Say Liên Thoong, from Luông Mi Xay village, Ngeun district, Xayabury province, enthusiastically shared that he felt delighted and excited to attend an opening ceremony in Việt Nam for the very first time. He loved his new uniform and felt thrilled to head to school with peers, hoping this school year would bring immense happiness while resolving to study diligently.

The school opening was rendered even more complete as children at the shelter received modest yet affectionate gifts from police officers, spanning hundreds of books and fresh sets of clothing to dozens of school supply packs and daily necessities, all meticulously prepared and delivered directly into their hands.

Cherishing the newly presented learning supplies, Giàng A Sang, from Huổi Thanh village, Nậm Kè commune, shared his joy upon receiving numerous school tools from police officers prior to the opening ceremony. He promised to care for them diligently throughout the school year and strive for academic excellence so as not to disappoint the officers.

Over the years, Điện Biên province has consistently dedicated special attention to training, fostering, and supporting human resource development for the northern Lao provinces, helping cultivate solidarity, traditional friendship, and comprehensive cooperation between the two sides. From cadre training cooperation and educational assistance programs to delegation exchanges and experience sharing, Điện Biên has become a trusted address for generations of young Lao cadres to study, train, and mature. To date, Điện Biên province has trained thousands of cadres, pupils, and tertiary students for the northern Lao provinces through educational institutions across the province.

Within that current of fraternal affection, the “Adopted Children of Điện Biên Police” model carries singular significance. Beyond tending to living accommodations and providing conditions for study and maturation, the model instills foundations of knowledge, discipline, life skills, and affection toward Việt Nam among Lao youths.

Senior Colonel Đỗ Ngọc Minh, Deputy Director of the Điện Biên provincial Police Department, stated that through program operations, the force aims to contribute to training and cultivating high-quality human capital for the six northern Lao provinces in general, and the Public Security forces of northern Lao provinces in particular. This equips children with knowledge, skills, fortitude, and civic responsibility to return and serve their homeland in the future. Concurrently, the program emphasizes cultivating close-knit, trustworthy ties between the young generation of the six northern Lao provinces and Điện Biên, particularly between both police forces, thereby enhancing exchanges and coordination to further tighten the special Việt Nam - Laos solidarity.

Trần Văn Trắc, Principal of Hermann Gmeiner Primary and Secondary School in Điện Biên Phủ ward, affirmed that the school focuses on building a friendly and disciplined learning environment, creating optimal conditions for students to pursue comprehensive education and personal growth. Material facilities, classrooms, and teaching equipment receive focused investment to satisfy curriculum requirements, while the pedagogical staff possesses professional expertise, experience, and dedication, standing ready to assist Lao students during their academic journey and integration process.

Comprehensive care establishes a foundation for children to stand firm in knowledge and life skills, steadily developing resilience, a sense of civic duty, and life adaptability. For Lao students in particular, the knowledge, practical skills, and affection cultivated in Điện Biên will serve as invaluable assets, contributing to forming an educated, steadfast young workforce for the northern Lao provinces moving forward.

Extending the journey of nurturing aspirations

The Điện Biên provincial Police Department identifies the “Adopted Children of Điện Biên Police” scheme not as a temporary endeavor, but as an enduring program. The goal is to accompany the children throughout their developmental journey, from the beginning of grade 6 through the completion of vocational training, college, university, or the attainment of stable employment.

Within this framework, focus is placed on enhancing comprehensive care across health, nutrition, academic learning, character building, life skills, and career orientation, while maintaining tight coordination with families, schools, and functional units to monitor and support each child.

Under future plans, the Điện Biên provincial Police Department will continue mobilizing and utilizing socialized funding sources effectively, guaranteeing transparency, openness, and adherence to intended objectives, while developing the shelter into a genuine environment for education, training, and connecting Vietnamese and Lao youth. Grounded in practical assessments and specific conditions, and subject to approval from competent authorities, the Provincial Police will explore expanding project scale, beneficiary groups, or appropriate support mechanisms.

Senior Colonel Đỗ Ngọc Minh, Deputy Director of the provincial Police Department, affirmed that the “Adopted Children of Điện Biên Police” model transcends standard welfare assistance, progressively evolving into a comprehensive, humane educational and nurturing initiative. Moving forward, the provincial Police will continue reinforcing and elevating the model’s quality, mobilizing additional resources, and perfecting care and educational conditions so children develop holistically in intellect, life skills, physical health, and moral character. This establishes a springboard for them to pursue their aspirations with confidence and become productive citizens for their country, while contributing to deepening the special Việt Nam - Laos solidarity and friendship.

Through the “Adopted Children of Điện Biên Police” model, underprivileged children secure a dependable anchor to study, develop, and take flight toward their dreams and ambitions. Every gesture of care and lesson imparted helps children mature intellectually and ethically, while sowing noble values of patriotism and the enduring fraternal bond between Việt Nam and Laos deep within their hearts.
