ĐBP - On September 19, the Ministry of Home Affairs held a nationwide online conference to disseminate the 2024 Archives Law and related guiding documents. Attending the conference at the Điện Biên bridge point was Vice Chairman of the provincial People’s Committee Lò Văn Cương. The conference was also connected to commune and ward sites across the province.

ĐBP - The 6th Patriotic Emulation Congress of Điện Biên province (2025 - 2030) took place over two days (September 17 - 18).

ĐBP - With a spirit of democracy, solidarity, renewal, and growth, the 2025-2030 Party congresses of grassroots-level and immediate higher-level Party committees in Điện Biên province have been successfully held in compliance with all regulations and procedures. The high quality of congress documents, personnel work, and the vibrant discussions at the congresses reflected the will, aspirations, and political determination of Party members and the public. These congresses mark an important first step, laying the groundwork for Party committees to lead the successful implementation of their goals and tasks in the new term.

ĐBP - On the frontier land of the Fatherland, Hồ Chử Goằng, an ethnic Hoa, steadfast Party member and head of Đệ Tinh 2 hamlet, Si Pa Phìn commune, Điện Biên province has become a symbol of pioneering spirit, daring to think and act, and a shining example of studying and following Uncle Hồ’s teachings. With determination, dedication, and a heart for the community, he has not only risen to develop his own economy and build a prosperous life but also spread the aspiration for change to every household, Party member, and villager.

ĐBP - Inspired by President Hồ Chí Minh’s teaching: “Emulation means patriotism, and those who are patriotic must emulate. Those who emulate are the most patriotic,” over the past five years, Điện Biên province has launched and implemented many emulation movements, which have received enthusiastic and practical participation from people of all walks of life.

ĐBP - Under the two-tier local government model, bringing Public Administrative Service Centers down to the commune level reflects strong determination to build a citizen-centered administration.

ĐBP - In recent times, officials, Party members, and people from all walks of life across the province have demonstrated a strong sense of responsibility and intellect, contributing many heartfelt opinions to the draft Political Report for the 15th Congress of the Điện Biên provincial Party Committee, 2025 - 2030 tenure. These contributions have added depth and value to the document, ensuring that the goals, tasks, solutions, and breakthrough steps set by the Congress will be effectively implemented in practice.

ĐBP - In the course of restructuring and operating under the new two-tier local government model, Defensive Area Commands (DACs) have asserted their central role in ensuring local military and defense affairs. Beyond advising, organizing, and consolidating defense and security capacities, these units have directly accompanied Party committees, local authorities, and residents in responding to natural disasters, advancing digital governance, and safeguarding political stability and border security.

ĐBP - Although it has only been in operation for just over two months, the atmosphere at the Public Administration Service Center of Tuần Giáo commune, Điện Biên province has already become professional and vibrant. Every day, “one-stop” officers diligently receive and process administrative procedures, bringing satisfaction to residents and businesses in the area.

ĐBP - “Poor mass mobilization leads to poor results. Skillful mass mobilization ensures success.” President Hồ Chí Minh’s teaching has always been the guiding principle for the Party’s mass mobilization work throughout every stage of history. Embracing this ideology, Party committees, local authorities, armed forces, and each Party member have been striving to turn it into concrete, practical actions, contributing to strengthening the great national unity bloc.

ĐBP - Since August 2024, functional agencies have officially put into operation a traffic monitoring and image-based violation handling system (commonly known as “cold fines”) at five key points in Điện Biên Phủ ward. With 19 cameras operating continuously, the system has already brought about positive changes, significantly improving public awareness of traffic laws.

ĐBP - More than two months after the launch of the two-tier local government model, commune and ward administrations in Điện Biên province have generally met the needs of citizens and businesses. However, this transitional stage remains challenging, with local governments facing heavy workloads, staffing mismatches, and infrastructure constraints. While the streamlined model promises efficiency and effectiveness, certain concerns remain.

ĐBP - The 6th Patriotic Emulation Congress of Điện Biên province, held from September 17-19, carried the theme: “Solidarity, promoting the heroic Điện Biên Phủ tradition, striving to build a fast and sustainable Điện Biên”. The message was clear: emulation is not just a slogan, it must be action.

ĐBP - In the 80-year history of the People’s Court of Vietnam (September 13, 1945 - September 13, 2025), the People’s Court of Điện Biên province has carved out a proud chapter. Over its 62 years since establishment in 1963, from difficult beginnings, the provincial court has continually striven to overcome challenges, reform its organization, and improve the quality of adjudication, thereby upholding the rule of law, protecting justice, and preserving peace for the people.

ĐBP - In the run-up to the 15th Party Congress of Điện Biên province, agencies and sectors across the province are intensifying publicity efforts, creating a lively atmosphere of emulation while spreading trust and expectations among Party members and local people. Decoration, ceremonial arrangements, and visual propaganda are being carried out in a coordinated and solemn manner, reflecting high political determination and contributing to the success of the Congress.

ĐBP - Since the two-tier government structure came into operation, the settlement of administrative procedures for citizens and businesses has always received attention from commune-level Party committees and authorities. Cases are generally resolved on time or ahead of schedule, contributing to improved effectiveness and efficiency in state management across the province.

ĐBP - Responding to patriotic emulation movements, in recent years many exemplary collectives and individuals have emerged across various fields in Điện Biên province. Their good deeds and effective practices have spread, encouraging agencies, units, localities, organizations, and individuals to learn and follow.

ĐBP - After the administrative merger, alongside the engagement of Party committees and local authorities, commune-level Fatherland Front Committees have been asserting their role as a bridge between the Party, the government, and the people, thereby helping to strengthen trust, foster social consensus, and encourage patriotic emulation movements.

ĐBP - During his lifetime, President Hồ Chí Minh once reminded in a letter to Catholics: “We, the entire people - both religious and non-religious - must unite in resistance so that the Fatherland gains independence and religion enjoys freedom”. That reminder was not only a truth of the resistance era but also a guiding principle for the nation’s cause of building and defending the country. Today in Điện Biên province, that spirit of solidarity continues to be affirmed in the daily lives of religious communities, contributing to the great national unity.

ĐBP - In the nation’s development journey, every locality carries its own historical mission and political responsibility. For Điện Biên - a land rich in revolutionary tradition and forever tied to the victory that “resounded across five continents and shook the world” - that mission is even more sacred, as it stands as a steadfast “frontier stronghold” at the westernmost edge of the Fatherland.
