Điện Biên to further boost public administration reform, digital transformation, and Project 06 implementation

ĐBP -  On the afternoon of April 10, comrade Lê Thành Đô, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of Điện Biên province, chaired a meeting of the Steering Committee for Public Administration Reform (PAR), Digital Transformation, and the National Population Data Project (Project 06 in short) for the period 2022 - 2025, with a vision to 2030.

The meeting focused on analyzing the 2024 Satisfaction Index of Public Administration Services (SIPAS) and the Public Administration Reform Index (PAR Index) of Điện Biên Province. Delegates discussed the progress of the 2025 Digital Transformation Plan, the implementation of Resolution No. 57-NQ/TW dated December 22, 2024, by the Politburo, and Resolution No. 03/NQ-CP dated January 9, 2025, by the Government. Key areas of discussion included the development of digital infrastructure and shared platforms, sectoral data digitization, digital skills training, as well as the performance of integrated information systems across different levels and sectors. Delegates also evaluated the application of digital technologies in administrative operations and public service delivery to citizens and businesses, and reviewed the progress and challenges in implementing Project 06 for the period 2022-2025.

Overview of the meeting.

In 2024, Điện Biên’s SIPAS reached 82.96%, ranking 40th out of 63 provinces and cities - an increase of 2.86 percentage points and 9 places from 2023. The PAR Index reached a record high of 88.23/100, up 0.21 points compared to last year.

In implementing tasks related to science, technology, innovation, and national digital transformation under Resolution No. 57-NQ/TW, the province achieved a key milestone: 100% of leaders, officials, and civil servants at all levels - from provincial to commune level - now process documents online and use digital signatures. The rate of digitized administrative records and electronically issued results surpassed 90% at the provincial and district levels, and over 80% at the commune level.

Under Project 06, the provincial police, serving as the standing agency, have led the implementation of 57 specific tasks. To date, 34 have been completed, 11 are underway, and 12 are ongoing regularly. A total of 34 pilot models have been developed - 30 have yielded results, while 4 remain in progress. The project has been actively and effectively deployed: 89.99% of administrative procedures are now digitized upon submission; 262,151 electronic health records have been created on the VNeID platform (reaching 39.9% - the highest nationwide); and between November 1, 2024, and now, 2,410 out of 2,699 crimimal record certificate applications have been processed through VNeID, achieving a rate of 89.3%.

Based on the discussion and analysis of committee members, Chairman Lê Thành Đô outlined key priorities for the second quarter and proposed solutions to accelerate the implementation of public administration reform, digital transformation, and Project 06 in 2025. He emphasized the need for stronger commitment from all levels and sectors, particularly in communication efforts, resource mobilization, and coordination to attract both financial and human resources.

Chairman Lê Thành Đô tasked the provincial Department of Home Affairs with proactively advising the provincial People’s Committee on directive documents and solutions to improve the effectiveness of public administration reform, science and technology development, innovation, digital transformation, and the execution of Project 06.

Regarding science, technology, innovation, and digital transformation, departments, agencies, and localities were instructed to urgently draft plans, set clear timelines, assign responsibilities, and ensure the synchronized implementation of the three digital pillars: digital government, digital economy, and digital society. The provincial Department of Science and Technology was assigned to coordinate with relevant agencies to review and propose investment in digital infrastructure, prioritizing 86 villages currently without access to mobile broadband (3G/4G) and 261 villages lacking fixed broadband connectivity (fiber-optic), especially in remote, isolated, and ethnic minority areas.

As for Project 06, the provincial police were directed to advise and lead the execution of 68 upcoming tasks and address existing bottlenecks to ensure effective implementation.
