Mường Lay’s fight against wastefulness: Achievements and future directions

ĐBP - Mường Lay town, Điện Biên province has consistently paid special attention to wastefulness prevention and control across various sectors.

This commitment has enabled the Mường Lay town to efficiently manage and utilize capital, assets, labor, and natural resources, thereby enhancing its economic development and social welfare.

To integrate the fight against wastefulness into daily practices, the Mường Lay People’s Committee directs specialized agencies to collaborate with relevant units in organizing workshops, propaganda, and dissemination of legal documents, such as the Law on Thrift Practice and Waste Prevention, the State Budget Law, the Anti-Corruption Law, and the Law on Management and Use of Public Assets. These efforts target public officials, civil servants, employees, businesses, and residents.

The town has implemented diverse propaganda forms, including loudspeaker systems, conferences, and visual propaganda using posters and banners. These initiatives have contributed to raising awareness about thrift practice and waste prevention, aligning with the study and emulation of Hồ Chí Minh’s ideology, morality, and lifestyle.

Several emulation movements have been launched and effectively implemented by the Mường Lay authorities, including: Studying and emulating Hồ Chí Minh’s ideology, morality, and lifestyle on thrift practice and waste prevention; promoting thrift practice and waste prevention among officials, public servants, and employees in performing their duties; and enhancing the responsibility of leaders in thrift practice and waste prevention, especially in managing and using state budgets.

The practice of thrift and combating wastefulness in key and sensitive areas has been a priority for the People’s Committee of Mường Lay, which has directed various units to implement these practices. Regarding the management and use of the budget and public assets, the People’s Committee of Mường Lay has focused on reducing expenditures and increasing state budget revenues, implementing synchronized and effective policies to curb inflation, stabilize the macro-economy, and achieve socio-economic development goals. Mường Lay has also intensified the implementation of autonomy, holding agencies and units accountable before the law for their decisions in managing staff allocations and financial resources. 100% of agencies, units, communes, and wards in Mường Lay have issued internal spending regulations to ensure compliance with principles, standards, and regulations.

The management and supervision of fund usage for local policies and projects have been carried out with strict oversight, ensuring that funds are used timely, for the right purposes, and effectively. In 2024, the total local budget expenditure exceeded VND 208 billion, reaching 126.2% of the provincial budget estimate and 125.9% of the budget set by the Mường Lay People’s Council resolution. Of this, over VND 15 billion was allocated for investments, more than VND 27 billion for supplemental support to lower-level budgets, over VND 139 billion for regular expenditures, more than VND 7 billion paid to higher-level budgets, and over VND 20 billion transferred to 2025.

Mường Lay has intensified inspection, examination, supervision, audit, and violation handling in thrift and anti-waste practices. In 2024, the town organized training sessions on citizen reception, complaint and denunciation resolution, and anti-corruption for 72 individuals and implemented asset and income declarations for 114 people.

According to Chui Văn Thành, Vice Chairman of the Mường Lay People’s Committee, the town’s thrift practice and anti-waste efforts have shown positive changes, reducing the burden on the state budget, consolidating public trust in the Party’s leadership and the state’s management, and building a great national unity bloc.

To further integrate thrift and waste prevention into daily life and work, Mường Lay will: enhance propaganda and strengthen anti-corruption and negativity combat; strictly handle public officials, civil servants, and employees violating the Law on Thrift Practice and Waste Prevention and provincial regulations; improve state management effectiveness across sectors; utilize public assets efficiently and exploit resources from public assets reasonably; effectively perform state management tasks on anti-corruption, enhancing quality and effectiveness in grasping situations, detecting corruption, and focusing on high-risk areas like construction investment, land, and budget.
