Building a clean, strong Party Committee in Mường Ảng commune

ĐBP - During the 2020-2025 term, amid intertwined advantages and challenges, the Party Committees of the predecessor communes and now the Mường Ảng commune Party Committee have continually innovated leadership methods, improved the quality of grassroots Party organizations, and promoted the pioneering and exemplary role of cadres and Party members.

The implementation of the 4th Plenum Resolutions of the 11th and 12th Central Party Committees and Conclusion No.21-KL/TW on Party building and rectification has been carried out synchronously, in association with studying and following Hồ Chí Minh’s ideology, morality, and style. From awareness to action, from Party committees to grassroots cells, from cadres to the masses, there have been clear, positive, and substantive changes.

In political and ideological work, education in theory and raising awareness for cadres and Party members has always been emphasized. The resolutions and directives of the Government and the province have been disseminated widely and promptly to Party cells, grassroots committees, and all cadres and Party members. The rate of resolution study has reached over 96% among cadres and Party members and 80% among the general public. Dissemination teams at all levels have been strengthened, contributing to improved ideological work and social consensus. At the same time, proactive efforts have been made to protect the Party’s ideological foundation and to combat wrongful and hostile viewpoints, especially in cyberspace. Thousands of positive articles, photos, and reports have been published and shared, spreading official information and creating a “soft shield” to defend the ideological front from the grassroots level.

Regarding organizational structure, the commune Party Committee has focused on streamlining the political system to be compact, effective, and efficient in line with the two-tier local government model. Cadre planning, training, fostering, and rotation have been carried out seriously with long-term strategy. During the term, six key leadership positions have been consolidated, and 40 cadres have been nominated for election, many of whom have risen from the grassroots level. Notably, 84% of village heads and neighborhood leaders are Party members, and 71% of Front Work Committee heads are Party members, strengthening the Party’s leadership at the grassroots level and promoting the strength of the great national unity bloc.

In Party cell activities, the Mường Ảng commune Party Committee has focused on renewing both content and form, ensuring leadership, combativeness, and educational value in each meeting. Party cells maintain regular, rule-based activities closely aligned with the locality’s political tasks. The evaluation and classification of Party organizations and members have been conducted seriously and objectively, reflecting the true situation and motivating cadres and Party members to strive for self-improvement across the entire Party Committee. The recruitment of new Party members has been given due attention, focusing on quality, especially young members, female cadres, and ethnic minorities. In the 2020-2025 term, the Party Committee admitted 203 new members, exceeding the set target.

Inspection, supervision, and discipline enforcement in the Party have been implemented comprehensively and in accordance with principles and guidelines. Party organizations and inspection commissions have proactively developed focused inspection and supervision plans, concentrating on areas prone to violations. Violations have been detected and handled strictly and objectively, building trust among cadres, Party members, and the people. This has contributed to fostering a culture of compliance and strengthening discipline and order within the Party. During the term, the Party Committee conducted 30 inspections of 30 Party organizations and members; carried out 19 thematic supervisions of 19 Party organizations; the commune Party Committee’s Inspection Commission conducted 21 inspections of 21 Party organizations and members; carried out 12 thematic supervisions; and disciplined 12 Party members.

Mass mobilization work has continued to be renewed in both content and methods. The building of “Good Mass Mobilization” models has been emphasized, with 22 exemplary models (15 collectives, 7 individuals). These models have helped resolve many grassroots difficulties, especially in site clearance, new-style rural construction, and social evils prevention. The relationship between Party committees, authorities, and the people has become increasingly close, based on respect, listening, and companionship. The motto “the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit” continues to be effectively implemented.

From practical leadership, direction, and organization, it can be affirmed that the achievements in Party building in Mường Ảng commune in recent years form a solid foundation, a strong “driving force” for the commune Party Committee to enter the new term with renewed spirit and confidence. For this term, the commune aims for 100% of Party committees and organizations, 98% of cadres and Party members, and 85% of the public to effectively participate in studying the Party’s resolutions, directives, and conclusions; over 95% of cadres and Party members, especially key leaders of Party committees and authorities, to fulfill their exemplary responsibilities; annually, 100% of cadres, civil servants, and public employees, and over 95% of Party organizations and members, to successfully complete their tasks; 100% of planned inspections and supervisions to be completed; 100% of disciplinary complaints and denunciations under the Party’s jurisdiction to be resolved; and asset and income control for 100% of Party members under the management of the Party Committee.

With the spirit of “Solidarity - Democracy - Discipline - Innovation - Development,” in the 2025-2030 term, the Mường Ảng commune Party Committee will continue to affirm its central role in leading and directing all political tasks in the locality. The Party Committee firmly believes that with unity and consensus within the Party and the people’s support, Mường Ảng will develop strongly and sustainably, becoming a bright spot in the province’s renewal process.
