The Điện Biên provincial Party Committee’s Commission for Information, Education, and Mass Mobilization has issued guidelines for implementing the 2025 theme. The theme aims to create a strong shift in the awareness and actions of officials, party members, and people regarding the fundamental contents of Hồ Chí Minh’s ideology, morality, and lifestyle on great national unity, building a clean and strong party and political system, contributing to the successful organization of party congresses at all levels for the 2025-2030 term. Raising the responsibility and duties of each official, party member, and people of all ethnic groups in studying the 2025 theme, contributing to the successful implementation of the objectives and tasks set by the Resolution of the 13th National Party Congress, the Resolution of the 14th Điện Biên provincial Party Congress, and the resolutions of party congresses at all levels in the 2020-2025 period, towards the successful organization of party congresses at all levels for the 2025-2030 term and the 14th National Party Congress.

The provincial Party Committee’s Commission for Information, Education, and Mass Mobilization organized a conference to implement the theme, attended by 1,400 delegates. The provincial Party Committee requires agencies, units, the Fatherland Front, and socio-political organizations to develop plans to implement the 2025 theme in accordance with reality and the goals and tasks of localities and units. Determining the content, methods, and implementation time, assigning specific responsibilities to organizations and individuals, and leading and directing the implementation to ensure progress, quality, and efficiency.

Based on the plan to implement the 2025 theme and the actual situation in the locality, the party committees, agencies, and units develop plans, select content to study, and propose implementation solutions, such as the necessity of studying and following Hồ Chí Minh’s ideology, morality, and lifestyle on great national unity, building a clean and strong party and political system; raising awareness and responsibility of party organizations and officials, party members... From there, it is required to implement the key content and breakthrough objectives registered by agencies, units, and localities.

The provincial Party Committee requires the strengthening of information and education on the fundamental contents of the 2025 theme; information and education on typical collectives and individuals, effective models, and ways of studying and following Hồ Chí Minh’s ideology, morality, and lifestyle in localities, agencies, and units; criticizing distorted perceptions, learning without practice, and struggling against wrong views, distortions, and negation of the great value of Hồ Chí Minh’s ideology. The information and education work on the 2025 theme needs to be linked with major national and provincial holidays, especially the party congresses at all levels for the 2025-2030 term and the 14th National Party Congress; linked with patriotic emulation movements and tasks of industries, localities, agencies, and units.

Regarding the development of pilot models, continue to replicate effective models of studying and following Hồ Chí Minh’s example. Based on the content of the 2025 theme and the characteristics of localities, agencies, and units, organizations register to implement new models of collectives and individuals in studying and following Hồ Chí Minh’s example. The selection and development of models must be approved by the standing committee of the Party committee, Party committee, and affiliated Party cells before implementation and reporting to superiors. Proceed to monitor the implementation process as well as the criteria for striving of the models to promptly evaluate the results, overcome difficulties and obstacles, draw lessons to replicate the models.

The Nậm Pồ district Party Committee has developed a plan to strengthen the implementation of learning and following President Hồ Chí Minh’s teachings, ensuring practicality and effectiveness under the motto “action follows words,” linking “learning go hand-in-hand with practice”.

Dương Thị Giang, Deputy Head of the district’s Commission for Information, Education, and Mass Mobilization, stated: “To effectively implement the 2025 theme, the district Party Committee has organized conferences to study, grasp, and disseminate the theme across all 15 communes. The Party cells and committees under the district Party Committee have created plans to implement the 2025 theme for all officials, party members, civil servants, and public employees. At the same time, party committees at all levels coordinate with government leaders and mass organizations to select one to two key and breakthrough tasks to register and implement. They also register specific content, develop implementation plans, assign specific responsibilities, determine implementation timelines, and create clear changes linked to directives and resolutions on party building, and linked to industry, local, and unit-level emulation movements.
