The people’s heart posture

ĐBP - Climate change has caused widespread storms, floods, and landslides, resulting in significant loss of life and property for localities across the country in general and Điện Biên in particular.

The work of overcoming the consequences of rain and floods, rebuilding housing, restoring production, and stabilizing the lives of residents after natural disasters involves a very large contribution from the armed forces. These forces coordinate with party committees and authorities to support the people, which is the clearest result of the “people’s heart posture” in building a solid all-people national defense and the people’s security posture.

For many people in Điện Biên, the horrific flash floods and landslides that occurred on the night of July 31 and the early morning of August 1, 2025, remain unforgettable. The disaster swept away the residential area of Háng Pu Xi hamlet in Xa Dung commune, leaving two people dead and over 200 households with heavy damage to their homes and property. The villagers escaped the flash flood by moving to high mountains before the water hit, but when they returned, the village site was only rocks and scattered firewood with no trace of their homes. Their assets were swept away by floodwaters or buried in soil and rocks. Not knowing where to start or what to do to stabilize their lives, the people of Háng Pu Xi could only shed tears at that time. During that difficult period, the armed forces and local authorities urgently implemented the construction of new houses and repaired existing ones to help the people stabilize their lives.

Nearly 600 officers, soldiers, and militia members from the provincial military command, Regiment 82, and Depot K79 of Military Region 2 collaborated with the local government to build resettlement sites and repair houses for residents. Through collective effort and consensus after nearly two months of concentrated construction and repair, Military Region 2 and the provincial armed forces organized the inauguration and handover of houses to the people on September 26, 2025. They completed 80 newly built houses and repaired 241 houses while finishing internal road infrastructure and sanitation works. This work took place in areas damaged by natural disasters in several communes, including Xa Dung, Tìa Dình, Mường Luân, Sín Thầu, and Na Son.

The projects were handed over on schedule and ensured they were solid and suitable for the actual conditions and customs of the ethnic people. These projects are a vivid testament to the spirit of solidarity and the joint efforts of the armed forces with party committees and authorities for the community. Despite construction in difficult conditions with fragmented mountainous terrain, the projects were completed on schedule with high quality because of the responsibility and affection of the soldiers for the people, following the spirit that “wherever the people face difficulties, there are the soldiers.”

Life is gradually reviving in the villages and areas affected by flash floods and landslides. Resettlement sites and solid houses have been erected to replace those swept away or collapsed. Moving into their new homes, the villagers were so happy that they shed tears of joy and happiness, which strengthens the faith and power of the people to feel secure in labor and production. The “people’s heart posture” is built and cultivated not only in resistance and the struggle for independence but also in the current cause of innovation, construction, and protection of the Fatherland.

Most recently, the “Quang Trung Campaign” was launched by the Prime Minister to speed up the construction and repair of housing for people damaged by natural disasters. The campaign focused on several provinces including Đắk Lắk, Gia Lai, Lâm Đồng, Quảng Trị, Đà Nẵng, and Khánh Hòa. The core forces participating in the “Quang Trung Campaign” were the soldiers and police who coordinated with local authorities and the people to rebuild houses while completing infrastructure. This ensured that people could stabilize their lives early before the 2026 Lunar New Year. By January 15, localities basically completed the “Quang Trung Campaign” and handed over houses to people in disaster areas. With the spirit that “whoever has labor contributes labor, whoever has property contributes property,” the various forces contributed their efforts to help people rebuild their lives.

With the spirit of building a people’s heart posture and taking the people as the root, each armed force unit determines that helping people respond to natural disasters is both a political task and a duty. The sharing and collective responsibility of the armed forces is not just a policy but a series of specific and meaningful actions to support people in rising up after disasters. This helps them have a solid place to live so they can feel secure in production and build a new life.
