This is considered a timely and practical solution aimed at helping commune-level authorities perform their duties fully and correctly for the election of the 16th National Assembly and the People’s Councils for the 2026 - 2031 term.
Bùi Trung Hiếu, an official from the provincial Inspectorate, was seconded to support election work in Nà Tấu commune. Upon receiving the assignment, Hiếu quickly assessed the local situation and coordinated with the commune People’s Committee to review key tasks according to the election timeline. After two weeks of work, many tasks have been implemented synchronously and in accordance with regulations. Regarding the assigned task, Bùi Trung Hiếu stated: “Implementing the province’s decisions to assist communes in election work, I directly reviewed and checked the dossiers of candidates for the commune People’s Council for the 2026 - 2031 term. During the inspection, I noticed that several sets of dossiers did not comply with the instructions in Resolution No.40/NQ-HĐBCQG of the National Election Council. I then guided the candidates to edit and complete them according to the correct forms and regulations, ensuring the dossiers were eligible for acceptance.”
During the support process, Hiếu also recognized local difficulties; many commune-level officials are participating in election work for the first time and feel hesitant when accessing the system of documents and professional processes, while the requirements for dossiers and procedures demand high accuracy and strictness. According to Hiếu, in the near future, he will continue to work with the commune to review the list of voters to ensure that the preparation and management of the election list are complete and accurate.
Assessing the effectiveness of strengthening personnel to support the election, Nguyễn Ngọc Trường, Vice Chairman of the Nà Tấu commune People’s Committee, shared: “When the two-level local government began operations, although the commune had specialized departments to advise on election work, the practical experience of the staff remained limited. Most commune officials had not previously been directly involved in advising or organizing elections. Therefore, the province’s reinforcement with provincial-level officials is very timely and practical. Since the seconded officials arrived, tasks have been reviewed more thoroughly, and the implementation progress is guaranteed to be full and compliant with the law.”
Núa Ngam commune was reinforced with one official from the provincial Inspectorate. The commune has 9 constituencies and organizes 16 polling stations; many of these villages are far from the center, making travel difficult. Assigned to support the commune, Đinh Văn Thắng clearly identified his role and responsibility in accompanying and supporting the local government. Upon receiving the decision, he proactively coordinated with the commune People’s Committee to review tasks, focusing on content requiring deep professional guidance.
According to Thắng, in communes with vast areas and scattered populations, organizing elections requires careful preparation from dossiers and voter lists to information and propaganda work. Thus, seconded officials not only provide professional support but also act as a bridge, helping commune governments access and apply new regulations correctly to minimize errors. Đinh Văn Thắng added: “Taking on the new task, I advised the commune People’s Committee on data entry and the management of candidate dossiers on the National Election Council’s information system. Additionally, I worked with commune officials to review the dossier receipt process, comparing it with instructional documents to promptly adjust any inconsistent content.”
According to Decision No.71/QĐ-UBND dated January 13, 2026, the provincial People’s Committee approved the secondment list of 27 officials to assist 27 communes across the province with election work. The secondment period runs from January 15 to March 31, 2026. During this time, the officials are responsible for supporting the commune-level People’s Committees and election committees in performing election-related tasks. The seconded personnel were selected from six provincial agencies, including the Vietnam Fatherland Front, the provincial Party Committee’s Organization Board, the provincial Party Committee’s Internal Affairs Board, the Department of Ethnic and Religious Affairs, the Department of Agriculture and Rural Development, and the provincial Inspectorate. This reinforcement aims to ensure that the commune-level election organization teams have sufficient capacity and experience to meet the requirements for organizing the election on schedule and in accordance with legal regulations.
Practical experience in localities shows that seconding provincial officials to support the grassroots has yielded clear results, helping communes remove difficulties and ensuring the progress and quality of election preparations. This is also an important foundation for the election of the 16th National Assembly and the People’s Councils for the 2026 - 2031 term to be held democratically, legally, safely, and successfully.
